The Los Angeles County Office of Education (LACOE) has a unique job opportunity for a Deputy Enterprise Business System (EBS) Project Director to play a key role in the Business Enhancement System Transformation (BEST) Project, a CGI Advantage 3.x implementation.

LACOE is in the midst of a multi-year project, transforming legacy systems into a modern Enterprise Resource Planning (ERP) system that integrates financial, procurement, payroll, and human resources management systems for more than 125 agencies, including school districts, community colleges, charter schools, and joint powers authorities. The current phase of the project includes the integration of the payroll and human resources management functions for all participating agencies as well as the upgrade to CGI Advantage 4.x.

The Deputy EBS Project Director plans, organizes, and oversees the work of assigned staff involved in the development, implementation, and rollout of the countywide integrated business system that includes the financial/accounting, procurement, payroll, and human resources functions.

The Well Qualified Candidate Will Possess the Following

Knowledge:
  • Enterprise Resource Planning systems (ERP) including integrated financial/accounting, procurement, payroll, and human resources systems
  • Project Management Body of Knowledge (PMBOK)
  • Project management software applications
  • Information Technology Infrastructure Library (ITIL) framework
  • Information Technology Service Management (ITSM)?
  • Web technology and Service Oriented Architecture (SOA)
  • Network technologies?
  • Database systems architecture
  • Principles and practices related to the management of multi-vendor and multi-platform computer systems servicing multi-agency user groups
  • Project accounting and resource allocation techniques
  • Project risk management and mitigation techniques
  • Public sector procurement regulations and processes
  • Public sector staffing regulations and processes
  • Fundamental employment laws, codes, and regulations including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and Experience
Education: A bachelor’s degree in information technology, systems engineering, technology management, business administration, or other fields closely related to the job requirements of this classification from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Five years of experience in managing the development, implementation, and change management of an organization-wide enterprise resource planning (ERP) system. 

Equivalency Provision: Professional certification in project management such as a Project Management Professional Certification (PMP) or equivalent is desired and can substitute for one year of required experience.

Additional Requirements: A valid California driver's license and the availability of private transportation or the ability to provide transportation between job sites is required. Public sector experience preferred. 

Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19. 

Selection Process
Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a training and experience evaluation (T&E) and a Technical Interview.

In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272).
