Under administrative direction, plans, organizes, coordinates, and directs the activities of staff working with grants for the Universal Prekindergarten (UPK) Planning and Implementation and the California Preschool Instructional Network (CPIN); oversees compliance and strategic execution of grant activities to support state and local efforts in expanding early childhood education; collaborates with stakeholders, provides guidance on grant implementation, monitors program outcomes, and aligns initiatives with California's educational priorities and goals for preschool and early learning programs.
The Well Qualified Candidate Will Possess the Following
Knowledge :
- Applicable laws, codes, and regulations including the California Education Code, federal and state program regulations and policies that apply to the management and administration of the Universal Prekindergarten (UPK) Planning and Implementation and the California Preschool Instructional Network (CPIN) programs
- Management methods in order to improve the effectiveness and efficiency of workflow and reporting procedures
- Early education and child development and ways of integrating all service areas for maximum benefit to children and families
- Brain development and age appropriate developmental practices
- Principles and practices of program management including organizational development and administration
- Principles and practices of human resources management and laws and regulations pertaining to managing a diverse workforce
Competencies :
Required Education and Experience Education : A bachelor's degree in early childhood education, early childhood development, education leadership, or a field closely related to the job requirements of this classification from an institution of higher learning accredited by a regional accrediting organization recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Experience : Five years of experience in overseeing and managing the Universal Prekindergarten (UPK) Planning and Implementation and the California Preschool Instructional Network (CPIN) funded projects, including two years of experience in a supervisory management capacity.
Additional Requirements : A CPIN Authorized Trainer Certificate is required. A valid California driver's license and the availability of private transportation or the ability to provide transportation between job sites is required.
Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
