Description
Directs the activities of the Universal Fare System (UFS) / Regional Transit Access Pass (TAP) Operation Department, including the management, coordination, development, and implementation of complex software and / or engineering assignments associated with TAP technologies; the planning and installation of fare collection equipment; and the management and coordination of vendors, contractors, and consultants.
Responsibilities include project management and oversight of the design layouts including infrastructure for communications and power for the installation and testing fare collection equipment at new and existing rail stations. Ability to perform drafting utilizing CAD (Computer-Aided Design) tools. Ability to manage contracts develop SOW (Statement of Work) and issue change notices. Ability to develop cost estimates for equipment, installation and infrastructure / construction costs.
Examples of Duties
- Plans, organizes, assigns, implements, and manages engineering or software projects related to fare collection and ensures compliance with budget and schedule requirements
- Oversees development and implementation of new regional policies and systems in both transit and non-transit retail, commercial, and banking applications using the TAP smart card infrastructure
- Manages planning and installation of fare equipment
- Directs vendors in the development of equipment and software to meet the needs of fare collection
- Develops reports and presentations to communicate TAP operations, policies, and procedures to internal and external stakeholders, including the Metro Board of Directors and community groups
- Provides expertise and leadership in conducting technical studies, research, and analyses related to mass transit revenue collection, ridership, and service performance
- Oversees integration of all regional fare products, tariff and transfer rules, equipment, and / or software technology that impacts Metro and regional participants, such as Metrolink, paratransit operators, and municipal operators'
- Directs the development and implementation of smart card based operating policies for the regional TAP program
- Directs contractors' and TAP participants' interfaces to the TAP Metro and Regional central computer data
- Develops and manages information security and recovery capabilities for Los Angeles County TAP participants, including other transit operators, external entities, and government agencies
- Ensures compliance with all applicable standards to ensure inter-operability between hardware, software, database, and network systems for interface with TAP
- Directs all new capital projects for regional TAP, including anti-terror and security-based systems that interface to Metro Rail fare equipment and infrastructures
- Oversees research and engineering of new TAP applications in non-transit modes, such as parking, retail, and commercial use
- Develops policies and protocols for new regional cell phone and other communications systems using TAP systems and technology
- Directs the warranty and maintenance program for regional TAP technology
- Interfaces with municipal operators, Metrolink, and other Metro operating departments to resolve equipment engineering and system interface issues impacting day-to-day operations
- Provides oversight for the procurement of regional bus and rail smart card-based revenue equipment
- Develops governance and TAP policy agreements with municipal operators and regional participants to use TAP technology
- Oversees and develops contracts, annual operating budget, and capital budget for section
- Directs performance and evaluates work of consultants to ensure compliance and consistency with agency, department, and project objectives
- Ensures completion of contracts in a thorough and timely manner in order to achieve goals and objectives
- Supports disaster recovery development and operation
- Designs, builds, and implements dashboards and reports for management
- Directs software or engineering support for TAP Systems, including website interface, e-commerce, mobile development, ticket vending machines, compact POS (Point of Sale) devices, farebox, fare-gates, validating devices, and other avenues for electronically connecting to customers
- Oversees TAP progress and development to ensure that all customer needs and issues are being met and delivered in the most customer-friendly manner
- Works with other Metro departments to ensure that TAP technical programs are implemented in the most customer-friendly manner
- Oversees development, monitoring, and adherence to Metro's policies / procedures, schedules, and budget, and to ensure unit goals and objectives are achieved
- Directs, plans, assigns, monitors, and evaluates the work of assigned staff to achieve milestones and goals
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
