This position manages, negotiates for, and acquires materials, supplies, and equipment for various departments in accordance with established policies and procedures while ensuring price, quality, and timeliness of purchases.
Essential Job Functions
- Provides functional direction to others in work group to ensure processes are conducted in an efficient, cost efficient manner; provides updates on team’s performance as necessary
- Maintains computer tools and associated data
- Provides purchasing planning and control information by collecting, analyzing, and summarizing data and trends
- Develops procurement strategies; proposes opportunities to management; implements approved strategies
- Designs and implements procurement processes and policies as required
- Negotiates preferred terms and rates for required products
- Updates job knowledge by participating in educational opportunities
- Maintains relationships with vendors or suppliers; negotiates contracts for more complex purchase orders
- Evaluates and analyzes purchasing and price trends; identifies and forecasts demand; minimizes purchasing costs
- Accomplishes purchasing and organization mission by completing related results as needed
- Ensures purchases of materials needed to operate site
- Follows shipments; verifies goods arrive on time and in good condition
- Sources new suppliers and product streams; verifies vendors; thinks creatively
- Handles purchasing for projects, operations, maintenance, and other departments as required
- Reviews requisitions regularly; converts to purchase orders up to approved authority
- Prepares purchase orders by verifying specifications and price; obtaining recommendations from suppliers for substitute items; obtaining approval from requisitioning department Places orders with vendors as requested
- Verifies price, delivery date and any other charges pertaining to orders
- Makes necessary changes to orders in system
- Solves invoice problems; forwards invoices with errors to appropriate parties for correction
- Matches received orders to approved purchase orders; updates purchase order system; ensures information is disseminated to appropriate parties
- Researches goods not received based upon orders placed
- Handles calls from vendors concerning deliveries, unpaid invoices
- Participates in procurement meetings
- Functions as a team member with other procurement department members
- Acts as back up to other team members; assists Sourcing Manager as required
- Submits special reports as requested
- Monitors and follows up on back orders
- Works with systems group as necessary to ensure procurement systems are functioning properly
- Researches vendor statements to ensure proper balances
- Trains regularly on all Federal, state and local environmental regulations, requirements and guidelines; follows and adheres to all guidelines, regulations, and requirements
- Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of EHSS principles and values; champions safety
- Performs other duties assigned by management that generally fall within the expected scope of this position
Experience & KSA’s Required
- 8-10 years’ procurement experience in a petrochemical environment; knowledge of plant sites preferred
- Effective leadership skills
- Experience working with purchase orders using various programs
- Knowledge of industry vendors; ability to foster good relationships with suppliers
- Proven negotiation skills; known ability to use influencing techniques
- Customer service focus; ability to deal with diverse personalities; negotiation and conflict resolution skills
- Ability to meet deadlines and handle purchase orders and invoices promptly
- Experience working with Federal, state and local safety and environmental regulations preferred
- Ability to multi-task, prioritize, and follow through on assignments; organizational skills
- Good computer skills including Microsoft Office Suite; ability to use database systems and other programs and applications used by this position and at Company
- Fluent in English language including reading, writing and speaking; ability to read and write at a minimum of high school level; ability to clearly communicate to all levels in organization
Education Requirement
- Bachelor’s Degree in Supply Chain, Business, Procurement, Accounting, Finance, or similar field
- College accounting or business courses preferred
- Purchasing professional certification helpful

This position requires an employee to be in an office environment and occasionally exposed to outside elements. Most extreme elements are heat in the summer months of up to 100°F and some exposure to cold of generally no less than 0°F in the winter months. General office noise may be experienced and louder sounds and vibrations when outside. The noise level in the work environment is usually moderate. All environments are safe with appropriate PPE.
