Office of the Secretary – Fiscal Services Division
The Office of the Secretary (OS) is responsible for providing quality fiscal, human resources and administrative services to ensure the achievement of the mission and objectives of The Department of Energy and Natural Resources (DENR).
The Fiscal Services Division of the Office of the Secretary provides complete financial management services for DENR. Its functions include annual budget preparation, maintaining accounts reflecting the department's revenues received and costs incurred, and providing financial management reports and advice.
Employees are eligible for flexible work schedules upon hire and 2 days of telework after 6 months.

LOCATION AND POSITION :
This position is located in the Fiscal Division – Accounts Payable within the Office of the Secretary and reports directly to the Accountant Manager 2. The position’s primary responsibilities include the management of vendor files and payments for the department as well as other means of recording and moving expenditures. The incumbent of this position must possess a complete and thorough understanding of the LaGov ERP system, Bank of America Works application, DENR’s departmental policies, and State of Louisiana policies and procedures. Additional duties include, but are not limited to the following :
Reviews and creates vendor payments in the LaGov ERP system for two of DENR’s agencies, including analyzing, auditing and validating supporting pay documents for comparative analysis.
Monitors the department’s outstanding expenditures and ensure timely payment.
Ensures proper posting and documentation of monthly Real Estate invoices for their assigned contracts to be released by the Accountant Manager.
Enters Journal Vouchers for the purpose of correcting ledger coding, moving salaries due to receipt of grant indirect cost revenue, correcting errors generated from interfaces with Works / Voyager, and any other movement or correction to expenditures requested.
Processes expense reimbursement requests by reviewing submitted documentation to ensure all requests are accurate and compliant with travel rules and regulations.
Compiles and prepares the Annual Financial Report (AFR). Reports are compiled in accordance with GAAP and policies issues by the Division of Administration’s Office of Statewide Reporting and Accounting Policy for non-ISIS agency.
Serves as one of the department’s secondary LaCarte Purchasing Card and CBA administrators.
Inputs Performance Indicators into the Office of Planning and Budget’s LaPAS application on a quarterly basis.
Replenishes petty cash accounts, on rotation, by verifying supporting documents through comparative analysis for accuracy and completeness then making appropriate entries and printing checks from QuickBooks.
Communicates with Federal and State Liaisons, legislative Auditors, vendors and departmental staff for the purpose of providing information and technical assistance to resolve problems as it relates to the Accounts Payable aspect of Fiscal Services.
All other duties as assigned.

Minimum Qualifications
MINIMUM QUALIFICATIONS :
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor’s degree with twenty-four semester hours in accounting; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
