This position serves as the lead of Louisville Metro Department of Public Health and Wellness’ Behavioral Health Equity team, its programs - Opioid Settlement Fund, Mental Health Equity, Quick Response Team, the Medication Oriented Recovery and Enhancement (MORE) Program, and the Harm Reduction Outreach Services Program – and their work to address the needs of people who experience the greatest barriers to accessing harm reduction, treatment, and recovery services.  

Responsibilities: 

  • Program strategy: Develop and maintain the strategic direction for the behavioral health equity team in a way that is informed by and responsive to the field, that uses data, and ensure that the program’s operations, quality of work, communication activities, and engagements are all being executed in line with the strategy.  
  • Program coordination: Supervise a team and oversee multiple complex initiatives and projects in an efficient, organized way with the ability to prioritize quickly and confidently and manage multiple deadlines. Manage interdivisional collaboration, including identifying themes and linkages across disparate initiatives and leveraging opportunities to incubate and test new ideas and approaches.

  • Innovation: Execute innovative models that have greatly expanded the reach, influence, and impact of behavioral health services, the health outcomes of people with behavioral health needs, as well as internal processes and practices, particularly through a health equity framework. 
  • Adaptability: ability to change and face dynamic challenges, including projects where you had to learn new skills quickly, there are varied interests and perspectives, take on new responsibilities, or navigate through unexpected situations.   

Summary Objective

The purpose of this position is to assist the Director in the operation of the department and plans and develops new procedures, formulates policy and prepares budgetary data. Assumes responsibility for the department in the absence of the Director and possesses signatory powers in such absence.
This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

  • Assists the Director in coordinating programs, projects, and activities to achieve short- and long-range goals and objectives of the strategic plan.

  • Plans expenditures for budget preparation and Director’s consideration.

  • Assists in determining departmental policies and planning long term programs.

  • Compiles reports and statistics and ensures compliance with local, state, and federal laws and guidelines.

  • Prepares memoranda and non-routine correspondence.

  • Plans, guides and directs the research, analysis and preparation of specialized or technical reports in assigned areas of responsibility.

  • Conveys assignments to various organizational units.

  • Responds to complaints and inquiries from the public, and resolves problems and concerns.

  • Represents the department to the public.

  • Performs related work as assigned.

    MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

    • Bachelor’s Degree in a related discipline.

    • Five (5) years of business or management experience or an equivalent combination of education, training and experience.

    OTHER MINIMUM REQUIREMENTS

    • Must possess and maintain a valid state driver’s license with an acceptable driving history.

    PHYSICAL DEMANDS

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

    • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
