Summary Objective

The purpose of this position is to manage the environmental health, hazardous materials, wastewater treatment, public facilities, mosquito, housing, and food hygiene inspection or emergency response programs.
This class works under general supervision, independently developing work methods and sequences.ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages operations and staff engaged in the legal enforcement of environmental regulations and ordinances, and responding to hazardous materials events, epidemics, floods, natural disasters, and other emergencies.
  • Provides guidance and interpretation of codes in enforcement cases involving multiple codes, renders decisions in complex cases or media sensitive cases, and monitors timeliness of enforcement cases and special projects.
  • Administers office hearings, and meditates settlements when voluntary compliance with regulations has not been achieved.
  • Evaluates productivity data, establishes work load and program priorities, and anticipates and plans for seasonal staffing needs to assure allocation of resources and sharing of field staff is accomplished to meet demands.
  • Develops program objectives for annual budget, and determines annual goals for program areas.
  • Manages a field operation component during hazardous materials events, epidemics, floods, natural disasters, and other emergencies; and coordinates efforts with other participating agencies.
  • Develops work protocols, and implements program changes or procedures to improve the efficiency of operations.
  • Plans and conducts community environmental needs assessments through surveys, focus groups, and public meetings to identify, address and resolve environmental health problems in communities.
  • Performs related work as assigned.


MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s Degree in any Basic Science, Community Health, Environmental Health, Political Science, Public Administration, Business, Education, Agriculture, Engineering, Mathematics, Pre-Law or related discipline.  Twenty-four (24) hours must be environmental, biological, or physical science. 
  • Four (4) years of public health, environmental health or sanitary inspections, enforcement or engineering experience, including one year of supervisory experience or an equivalent combination of education, training, and experience.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Primarily performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
  • Will include regular occasions when work is conducted at locations with limited or difficult access including uneven terrain, prolonged periods of time exposed to the elements, mandatory overtime, walking, bending, stooping, climbing is required to access varying types of terrain including elevated surfaces and other related work.  

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Hazards common to ordinary office environments.
  • Position may be called upon to serve the community in the event of public health emergencies, man-made and natural, which could expose individual to risk of illness and injury.
  • Managers within the Hazardous Materials program are required to wear respirators and potential enter areas where they may be exposed to hazardous materials.

SPECIAL CERTIFICATIONS AND LICENSES

  • Must provide one's own source of transportation.
  • Chosen candidate will agree to obtain their Registered Environmental Health Specialist or Sanitarian in the State of Kentucky certification within 6 months of being hired.
  • Chosen candidates within the Hazardous Materials program are required to obtain their Hazardous Materials Responder certification within 1 year, pending training availability, of being hired. Candidates must also pass annual physical and able to wear a self-contained breathing apprentice.
  • Chosen candidates within the Vector Control Program must obtain their public health pesticide applicator license within 1 year of being hired.
  • Chosen candidates within the Food Safety and Public Facilities programs must pass State sponsored training for each specific program.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
