Summary Objective

The purpose of this position is to coordinate, organize, schedule and conduct safety and equipment training programs and classes.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Prepares and disseminates safety education and training materials and conducts safety training.
  • Provides technical assistance and instruction concerning safe work habits and methods to enforce safety procedures, safe working conditions, safe operation of equipment and employee safety.
  • Inspects vehicles or facilities for safety hazards, recommends corrective action and prepares progress reports.
  • Investigates accidents and complaints of unsafe conditions, interviews employees to gather information and prepares reports on findings.
  • Develops training curriculum, training manuals, audio-visual materials and educational aids.
  • Coordinates training schedule for new hires, transfers, promotions, and refreshers.
  • Conducts training needs analyzes for employee training profiles and develops training programs or to modify existing programs.
  • Assist with departmental Accident Review Committee.
  • Plans, develops, and implements policies, procedures and programs.
  • Consults with management and staff to discuss training requirements for workforce development.
  • Maintains files and training records and submits status report to the administrative staff.
  • Evaluates safety programs including hazard identification, risk assessment, prevention and control to eliminate or reduce worksite hazards and to ensure compliance to OSHA rules and regulations.
  • ConductSX Jobsite Safety Audits, identifies existing or potential hazards, and prepares an action plan to reduce the frequency, severity and cost of accidents and injuries.
  • Participates in the departmental Safety Committee initiatives.
  • Coordinates with vendors to obtain operators manuals and training video.
  • Performs equipment training which includes, but not limited to, excavators, bucket trucks, forklifts, backhoes, asphalt rollers, pay loaders, dump trucks, tractors, chainsaws, skid steer loaders, snowplows, roll-offs, knuckle booms, packers, CDL and other various departmental equipment.
  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Industrial Hygiene, Risk Management, Training and Development, Business or related discipline.
  • Two (2) years of employee safety or equipment training, OSHA reporting, inspections experience or five (5) years of experience in heavy equipment operations work or an equivalent combination of education, training and experience.

Other Minimum Requirements

  • Must submit to and pass pre-employment and random alcohol and drug tests as mandated by the Department of Transportation.
  • Must wear safety equipment as mandated by OSHA.
  • Must be on 24-hour call.
  • Must provide one's own source of transportation.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
