Summary
The primary purpose of this position is to supervise, coordinate and schedule the work of maintenance staff for activities related to the maintenance of dwelling and non-dwelling facilities and grounds, storage areas, and automotive equipment. The incumbent is also responsible for properly interpreting collective bargaining language and ensuring employees are following policy, procedures and practices per Authority policy.
All activities must support the Lucas Metropolitan Housing (“LMH”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Supervises and coordinates the work of all maintenance staff (Mechanics and Laborers) including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations.
- Collaborates with the Director of Maintenance and Vice President of Asset Management, in the selection and training of new employees, acts on employee problems, recommends, and implements discipline. Monitors projects, including renovations, to ensure compliance with established laws, codes, ordinances, regulations, policies and procedures; completes all associate paperwork (e.g., Section 3, Davis Bacon).
- In collaboration with the Property Manager, tracks vacant units, schedules and closes work orders and the renovation of vacant units, and conducts move-out inspections.
- Performs quality control inspections for completed work orders; reviews completed projects and contractor work for accuracy, completeness, and compliance with established contracts, standards, and specifications.
- Ensures resolution of escalated maintenance issues; serves as a liaison to the Director of Maintenance and Director of Property Management on emergency maintenance or maintenance-related customer service matters.
- Assists in the preparation of bid specifications and solicits bids from contractors for all contracted work as it relates to maintaining LMH structures and grounds to ensure residents receive clean, safe, and decent housing.
- Prepares a variety of narrative and statistical records, reports, and files, related to projects, contractors, plans, and special activities.
- Obtains maintenance materials as needed and maintains equipment, vehicles, and tools; ensures that the equipment is clean and safe for operation.
- Procures materials and contractors in accordance with applicable policies and procedures; monitors payment of contractors.
- Manages the inventory control system for maintenance and janitorial supplies at inventory points within the AMP’s.
- Provides appropriate solutions to maintenance issues and questions (e.g. repair versus replacement decisions, in-house versus outsourcing decisions, and troubleshooting) on a timely basis.
- Monitors repairs in accordance with UPCS and REAC inspections, Maintenance Plan, and Preventative Maintenance Plan.
- Provides technical and functional support for projects as assigned by the Director of Maintenance or Vice President of Asset Management.
- Coordinates and participates in voluntary after-hours and weekend service program; assists maintenance staff after hours as required; completes and signs off on all paperwork related to overtime, ensuring that paperwork and overtime hours claimed are accurate.
- Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.

Education and/or Experience
High School Diploma or GED equivalent and a minimum of four (4) years of experience in the administration of maintenance operations, preferably in public housing or local government. An equivalent combination of education and experience may be considered. Must obtain a Maintenance Manager Certification, a Commercial Applicator’s License for the categories 10A5, Core, and 6C, or a Trained Pesticide Applicator Certification within 18 months of employment. Uniform Physical Condition Standards certification preferred. Must possess a valid Ohio or Michigan driver’s license and be insurable under the Authority’s plan.
Technical Skills
To perform this job successfully, the employee should be able to successfully operate a variety of applicable hand-held tools and devices. The employee should also have strong computer skills (e.g. MS Word, Excel, and Outlook). Must have ability to learn other programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to travel to various Authority properties to advise, evaluate or perform maintenance work. Daily movements include sitting; standing; reaching and grasping; operating handheld tools and other machinery; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 50 pounds.

Position generally works at Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions.
