Job Description:
Purpose:
The Senior Business Analyst is responsible for identifying, analyzing, documenting, and implementing changes to business processes, policies, and information systems. This role ensures that business needs are effectively translated into requirements and specifications, serving as a strategic link between business stakeholders and technical teams.
Essential Functions:

Requirements Gathering & Analysis (20%)

Interpret business needs by gathering, analyzing, documenting, and validating user and technical requirements.

Collaborate on project planning, requirements management, and development activities.

Facilitate requirement verification sessions and assist in issue resolution.

Participate in development sessions and design reviews to ensure user needs are met.
-

User Acceptance Testing & Documentation (20%)
-
Ensure the success of user acceptance testing, including documentation, verification, and release.

Implement testing procedures and identify gaps or system deficiencies.

Lead formal communications with stakeholders and provide end-user guidance and training.

Issue Resolution & Troubleshooting (20%)

Identify, document, and troubleshoot issues using acquired experience and knowledge of systems and processes.

Collaborate with stakeholders to monitor, report, and resolve issues.

Develop and implement solutions for moderate to high-complexity technical or business challenges.

Business Systems Documentation (20%)

Review, analyze, and create detailed documentation of business systems, processes, and software.

Develop key project deliverables and ensure clear and organized documentation in line with standards.

Project Coordination & Risk Management (10%)

Monitor and report project status, identify risks, and ensure quality and timely deliverables.

Coordinate assigned projects from concept to implementation, prioritizing and managing new requests.

Policy & Process Consultation (10%)

Answer policy-related questions and conduct research as needed.

Provide consultation on business processes, systems, and software.

Qualifications:
<> Education & Experience:-
Education: Bachelor's Degree in Business, Information Technology, Computer Science, or a related field.

Experience: 5 years of progressive experience in business analysis, systems analysis, testing, or other analytical roles.

In Lieu of Degree: An additional 4 years of relevant work experience in addition to the required experience.

Proven ability to deliver high-quality, effective solutions on time.

Strong understanding of core business analysis competencies.
Knowledge, Skills, and Abilities (KSAs):

In-depth knowledge of business products and services.

Proficiency in Microsoft Office applications.

Strong written and verbal communication skills.

Ability to analyze, organize, and prioritize work while managing multiple deadlines.
The incumbent must immediately disclose any debarment, exclusion, or other events affecting their eligibility to work on Federal healthcare programs. This role requires the ability to work effectively in a fast-paced environment with shifting priorities and deadlines while maintaining excellent service standards for internal and external customers.
