The Program Manager supervises the implementation of case management, employment services and case processing services. The Program Manager also ensures that program activities are in accordance with the requirements and objectives of the various agreements applicable to the program. Additionally, the Program Manager grows and maintains federal, state, and private contracts and partnerships providing services to eligible clients and community stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides leadership in conceptualizing new program possibilities and suggesting improvements in existing programs and practices. Participates in long-term planning, development of processes and budget for the program.
- Recruits, trains and leads program personnel in setting individual goals and objectives. Promotes a positive and supportive work environment and providing continuing support in helping them to accomplish their goals, as well as in work methods, processes, policies and procedures. Conducts annual appraisals and counsels employees on performance issues.
- Supervises program personnel to resolve disputes between staff, clients, and partner agencies and bolsters personal growth and professional development through trainings.
- Oversees case management programs, ensuring quality services delivery. Coordinates activities of individual case managers and serves as key contact point for service providers, partner funding agencies and the community at large.
- Oversees employment services, ensuring quality service delivery. Establishes with employment specialist goals and objectives and monitors progress towards achieving them and the requirements of funding contracts. Assist with communication to employers as needed.
- Oversees provision of additional Office of Refugee Resettlement (ORR) service grants when provided to clients.
- Understands and stays current on the eligibility criteria and performance requirements of relevant programs available to refugees in relevant service areas as needed.
- Oversees services provision to asylum seekers including partnerships with local sheltering community, immigrant advocacy groups, and congregations as well as programs for long-term asylum seeker residents.
- Maintains systems to track services provided in individual cases and all other data required to file necessary reports and to monitor the program. Ensures that required reports and data are submitted on time.
- Oversees the coordination of volunteers, the use of interns, and service learning placements.
- Represents LFSRM on business, government and community committees and task forces related to refugee case management.

- Ensures that program services are provided in accordance with quality assurance standards of the agency, the State, LIRS, accrediting organizations, and HIPAA.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university. Three years related experience.
SUPERVISORY RESPONSIBILITIES
This position supervises up to 8 employees. May supervise volunteers, interns, and service learning placements.
