Description:
The GIS Analyst is responsible for developing and supporting diverse, multi-user ArcGIS desktop and webGIS content. This position will assist with ongoing agency efforts to ensure data consistency and integrity in order to support short- and long-term planning activities. Responsibilities also include performing analyses that factor into local funding formulas as well as grant funding opportunities. This position requires proficient use of ArcGIS desktop, in combination with GIS application development, to enhance the agency’s performance, monitoring, forecasting, and compliance requirements. This position report to the GIS Supervisor.
Essential Functions:
Develops and maintains databases in ArcGIS enterprise server environments. The sources of data used may originate from existing LYNX databases, but also from outside sources such as counties, cities, the Florida Department of Transportation, FGDL, and the United States Census.
Develops and executes processes for data integration between LYNX’s asset management systems, enterprise GIS server and GIS webservers; SDE and SQL Server environment.
Assists in management of LYNX’s related GIS software installations, maintenance, and administration.
Establishes and implements processes and tools that ensure data integrity such as domain values, relations, and topology rules.
Establishes and implements procedural tools ensuring data-process consistency and integrity across enterprise databases.
Creates, maintains, and analyzes datasets using ArcGIS software.
Creates highly effective presentational maps using cartographic design concepts and best practices.
Quality assurance and update of the metadata for all GIS layers.
Creates and maintains GIS and Systems Administration documentation.
Collaborates interoperability, data analysis and updates that support client-GIS-systems, such as Asset Management applications, enterprise routing and scheduling applications suite, and CAD/AVL.
Assists in the supervision and training of temporary and/or student intern staff members.
Provides user training to LYNX departments and other agencies on the use of the GIS system.
Assists with maintenance of LYNX’s GIS data sharing agreements and repositories, ArcGIS Online, metadata files, and system- wide map and data products.
Develops and maintains business intelligence visualization tools with spatial elements and technologies such as Dashboards, AppBuilder, and ExperienceBuilder.
Performs other duties as may be required or assigned.
Required Qualifications:
Bachelor's degree from an accredited institution in Geography, Geographic Information Systems (GIS), Computer Science, or a related field plus three years of progressively responsible experience with ArcGIS Desktop, ArcPro, or a combination of related experience, education and training.
Desired Qualifications:
GIS Professional Certificate
Experience with business intelligence visualization tools, such as Tableau, PowerBI, Esri Insights.
Experience with spatial data management, spatial analysis technologies, process design and modeling, server and web GIS technologies.
Knowledge, Skills, and Abilities (KSAs):
Working knowledge of databases and integration techniques with mapping software.
Must possess the ability to conduct analysis of data and information layers requests by system users and determine the appropriate methodologies to display the required information.
Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
Proficiency with Microsoft Office Suite.
Proficiency with ArcGIS desktop and ArcGIS online. Working knowledge of GIS server and SDE databases.
Ability to design, document, build, implement, manage and maintain geodatabases and custom applications, with data from bus routes, stops, facilities, points of interest, and socio-economic data.
Must be detail-oriented.
Ability to communicate effectively in English, both orally and in writing.
Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
Ability to exhibit a professional, courteous demeanor.

Must possess and maintain a valid Florida Driver’s License and safe driving record.
LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.
Salary : $59,106 - $70,000
