LYNX is seeking an experienced HR Generalist to join our HR Team supporting organization-wide recruitment, benefits and employee/labor relations efforts.
The ideal candidate will have at least three years of recent working experience handling recruiting functions, employee benefits, and assisting with employee/labor relations by attending disciplinary hearings, taking notes, and tracking incidents. This is an onsite position.
Description:
An HR Generalist performs a variety of professional level administrative, technical, and analytical duties in support of LYNX’s human resource functions including recruitment, employee benefits, and employee/labor relations.
Essential Functions:
Recruitment/Selection: Coordinates the recruitment and selection processes by developing a recruitment plan, identifying and scheduling applicable recruitment activities, outreach targets, interviews candidates. Meets with hiring authorities to review and recommend recruitment strategies. Prepares interviews questions, job postings, and recruitment advertisements. Screens all application materials. Prepares, extends, and negotiates employment offers. Administers selection devices and processes such as interviews and written tests. Coordinates, plans, schedules, and monitors pre-employment activities such as background investigations, physical exams, drug screen, and reference checks. Responds to applicants’ questions regarding recruitment processes and procedures. Researches and resolves issues related to recruitment activities. Responsible for coordination of employee on-boarding.
Employee Benefits: Answers employees’ questions regarding benefits eligibility and procedures. Explains and interprets LYNX insurance programs and options for employees and dependents. Assists with review and collection of enrollment forms to determine coverage. Researches and interprets various group insurance plans, laws, rules, and regulations. Maintains and monitors eligibility for LYNX benefit programs. Computes / verifies salary changes and assists with preparation of status change forms and remaining balance. Enters new hire change information into HRIS. Attends New Hire Orientation and explains benefits. Assists with administration of the union pension. Processes employee forms including return of contribution, retirement and beneficiary. Provides assistance with pension and retirement plan design. May attend pension meetings. Researches and resolves issues related to benefits activities.
Employee/Labor Relations: Provides assistance with employee/labor relations issues. Consults with managers and employees regarding the interpretation of human resource practices, policies, and procedures including related laws and regulations. Provides information and assistance to departmental personnel regarding disciplinary actions and other employee relations issues. Attends disciplinary and grievance hearings. Researches and resolves issues related to employee/labor relations activities.
Classification/Compensation: Conducts compensation reviews including necessary research and analysis. Drafts and updates job descriptions. Assists with monitoring the company’s wage and salary structure. Analyzes, evaluates, and classifies positions. Administers and responds to salary surveys. Provides competitive market research and prepares pay studies to help establish pay practices. Processes Changes in Authorized Position (CAP) forms. Monitors budgeted staffing through position control. Researches and resolves issues related to classification and compensation activities. Compiles, analyzes, and summarizes statistical information from various departmental databases. Provides data analysis, reporting, and technical support by retrieving, compiling, analyzing, and summarizing statistical data from HRIS. Creates related reporting and correspondence based on assigned tasks/responsibilities. Provides analytical support for specific projects related to core responsibilities. Coordinates various projects, programs, and services involving diverse administrative operations. Confers with other departments, officials, consultants and explains policies and procedures. Assists in preparing presentations on assigned projects and programs. Prepares reports and internal memos related to project tasks.
Performs other duties as may be required or assigned.
Required Qualifications:
Bachelor’s degree from a regionally or nationally accredited institution in Human Resources Management, Business Administration, Public Administration or a closely related field plus three years of experience working in the functional areas outlined above. Additional years of recent work experience as an HR Generalist may be substituted for education on a year for year basis.
Desired Qualifications:
Public sector experience
SHRM-CP/PHR or other HR related designation
Experience with Ceridian Dayforce or Oracle (We are transitioning to Oracle)
Knowledge, Skills, and Abilities (KSAs):
Knowledge of employment laws and practices, ADA, and EEO.
Knowledge of human resource management principles, practices, and procedures.
Knowledge of Applicant Tracking Systems.
Knowledge of the administration of benefits and compensation programs and other Human Resources programs.
Knowledge of principles and techniques of recruitment and selection in the public sector.
Skilled in interviewing techniques and recruitment processes.
Ability to use word processing, spreadsheet, and related software applications, specifically Microsoft Word, Excel, and PowerPoint
Ability to handle sensitive and confidential information appropriately.
Ability to prepare comprehensive reports, organize projects, work schedules, and assignments.
Ability to research information, analyze data to arrive at valid conclusions and make appropriate recommendations.
Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
Ability to exhibit a professional, courteous demeanor.
Ability to work in a diverse environment.

Works in an office environment.
Must possess a valid Florida driver’s license and maintain a safe driving record.

This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.
Rate will be determined by the qualifications of candidates who exceed the minimum requirements.
