  • JOB SUMMARY: This is a non-exempt position*. The Deputy Directors responsibilities include, but are not limited to, Assisting the Director in the duties of managing the communication center daily operations and looking for ways to move the communication center into the future. Acts in place of the Director in their absence and demonstrates the values of the director at all times. Supports the communication center supervisors in daily management duties and assists in the communications center as needed.

The roles, responsibilities, job functions, knowledge, skills, and abilities set forth herein may be revised from time-to-time in order to comply with federal and state laws, departmental needs and the changing requirements for this position.

  • ESSENTIAL FUNCTIONS:
    • Oversight of Communication Center supervisory operations.
      • Directing and managing all supervisory staff operations, ensuring that Communications Center staff are fulfilling their duties in the appropriate way.
      • Disseminating any pertinent information to supervisory staff and ensuring that the information is passed on to the shifts as needed.
      • Working to develop supervisory staff based on individual needs for improvement. The Deputy Director will work with staff as a group and one on one to address any knowledge gaps.
      • Addressing any staff or community complaints about supervisory staff actions.
      • Ensuring that the monthly schedule is appropriate and fair across shifts. Ensuring that all time off and vacation requests are approved/denied in a timely, fair manner.
      • Ensures that all Timeclock duties are correct and that center supervisors are doing corrections and approvals in a timely manner.
      • Completing supervisor appraisals throughout the year, developing career planning and goals for each supervisor for self-development quarterly.
    • Management of the Lyon County Emergency Communications Center training program.
      • Developing a consistent, comprehensive, training program for onboarding for the Communications Center. Keeping training materials current and evaluating the need for changes to the program as needed.
      • Developing a consistent, comprehensive, continuing education program in house for current Communications Center staff. Looking for engaging ways to keep staff current on policies, procedures, and, other topics relevant to their position.
      • Ensuring that all dispatchers are aware of certifications that need renewed and making certain that they are completed in a timely manner.
      • Monitoring and supervising any training staff. Meeting weekly with trainers to stay abreast of training concerns. Addresses concerns as needed.
      • Overseeing training documentation and ensuring all is completed in a timely and accurate manner. Looking for ways to manage training documentation more efficiently.
    • Assists the Director in daily operations.
      • Assisting the director in developing and updating the communication center policy. Continuously evaluating the need for process improvement.
      • Implementing, interpreting, and enforcing policies and procedures.
      • Monitoring budget, submitting bills and credit card payments in a prompt manner as needed.
      • Coordinating staffing for special events, keeping in communication with partners in regard to future needs.
      • Ensuring E911 and communications systems are in working order and notifying the appropriate personnel or companies when they are not. Alerting the director of any issues that they are not able to resolve.
      • Staying abreast to all changes across LCECC stakeholders.
      • Researching and implementing ways to effectively document employee correction and coaching and oversee that it issued correctly by supervisory staff.
      • Looking for incentive ways to support current staff through training, programs or outside resources.
      • Completing any duties assigned by the director in a timely manner.

      • Performing the duties of a communications supervisor, officer, or trainer as needed.

      • Participating in at least 40 hours of leadership training as determined by the director
      • Continuing to be involved in continuing education regarding 911 communication systems and computer software
      • Continuing to learn and become proficient in all current procedures in the communications center.
  • MARGINAL FUNCTIONS:
    • This position requires the employee to work at least 10 hours per month in the dispatch center to maintain visibility and proficiency of dispatch skills.
    • This position will also require that effort is made to in person contact employees at each shift at least twice per month.
  • QUALIFICATIONS:
    • Experience:Five years minimum of public safety emergency communications experience is required. At least two years of supervisory experience is also required. Fluency in advanced 911 technology, such as NG911, voice recording, and radio systems is preferred. Employee is expected to demonstrate the necessary skills to perform the job with acceptable standards after six months in the position. Employee will be required in the additional six months, to demonstrate competency and proficiency.
    • Education:High school diploma or GED required. This position requires receiving at least fifteen hours of continuing education training annually to maintain proficiency and certification. This is in addition to leadership training and continuing education in Section #6. Must maintain NCIC certification and Emergency Medical Dispatch certification. Ability to speak and read English fluently is required. The ability to speak and/or read additional language(s) is helpful
    • Skills:Advanced knowledge of laws, rules and regulations governing criminal justice information systems. Skills in the use of the computer, communications equipment, or other office duties. This position requires a calm demeanor, and frequent problem solving and decision-making skills.
    • Supervision: Employee in this position provides direct supervision of communications staff and supervisors.
    • Personal Relations: Frequent contact with other departments and stakeholders. This position also requires continual contact with the public and communications staff.
    • Working Conditions: This position is mostly sedentary in nature, requires infrequent lifting, pushing, pulling or carrying of medium sized load. Extended periods of time at a keyboard or computer station will be required. Tasks involve viewing multiple monitors of information display and entry.
    • Physical Requirements: This position is sedentary in nature with minimal tasks that require lifting, pushing, pulling or carrying medium weight (25-30 pound) loads. The ability to pass and maintain all physical and training requirements and activities of job requirements and description. Tasks may involve extended periods of time at a keyboard and/or computer workstation. Tasks involve viewing multiple monitors of information display and entry. Employees must be able to communicate in a clear, understandable manner via phone and in-person.
