In-Fill Housing, Inc. seeks a dynamic, motivated individual to join its development construction team. Since 2001, we have successfully completed 27 innovative, award-winning affordable housing developments throughout Georgia. In-Fill has demonstrated excellence in the development of new multi-family housing and the rehabilitation of existing family and senior apartment developments. Position Summary
This position is responsible for planning, evaluating and directing new initiatives to maximize real estate/construction opportunities under the general supervision of the Director. Requires a creative and entrepreneurial approach toward non-traditional housing programs, construction and related ventures. Initiatives include property acquisition, development and/or management, construction and homeownership programs. Reports to the Chief Administrative Officer/Development Director.
Essential Duties and Responsibilities
- Identifies, evaluates and proposes real estate acquisition and development opportunities, and/or other activities that enable the Authority to diversify its property inventory and income sources.
- Ensures that financial analysis is comprehensive to assist and support the preparation of short- and long-term strategic plans and activities for the Authority regarding development and construction related activity.
- Generates return analysis for potential investments (acquisitions, joint ventures, loans, guarantees, etc.).
- Coordinates and manages the real estate acquisition, financing, and construction management of real estate ventures including single family houses for construction or rehabilitation, multi-family properties, vacant lots for in-fill development, and vacant real estate for subdivision/multi- family/senior development.
- Represents the owner at all onsite meetings and schedule, conduct, and report on all onsite meetings.
- Prepares and presents project descriptions, pro-forma analyses, and other narrative, financial and graphic material to the Director, advisory groups, and public officials to obtain approval of proposed projects, and to private developers and other decision-makers when necessary to obtain their participation in proposed projects.
- Provides overall management to ensure the safe delivery of quality construction projects on-time, within budget, and according to pre-established specifications.

Required Qualifications
A four-year degree in public or business administration with emphasis in planning, economic/community development, finance, residential construction, urban planning or related field, with five or more years of related experience in real estate development, affordable housing development or community development. Strong, demonstrable knowledge of housing policies, regulations, and funding mechanisms (including LIHTC, bonds, HOME, CDBG, etc.). Master’s degree or equivalent is preferred.
