Puget Sound Naval Shipyard SIOP Project Manager
The Naval Sea Systems Command (NAVSEA) Shipyard Infrastructure Optimization Plan (SIOP) Program Office, PMS-555, established in June 2018, is working to recapitalize and modernize the infrastructure at the four public nuclear shipyards to include dry dock repairs, restoring needed shipyard facilities and optimizing their placement, and replacing aging and deteriorating capital equipment.
Position Description:
The Project Manager will serve as the principle POC for a regional Shipyard project. Works independently, organizes, and participates in a team of government and contractor functional/technical experts that will assist in the planning and managing the delivery of the Shipyard Infrastructure Optimization Plan.
Roles and Responsibilities:
Act as the primary point of contact for the Shipyard Infrastructure Optimization Plan in one of the 4 Naval Shipyards. Lead and manage the project to deliver the new capabilities and realization of value. Manage the subcontractors, establish and publish clear priorities for the team activities, coordinate the project effectively and establish the required program governance model.

Qualifications:
- Advanced-level knowledge of Naval Shipyard business processes, systems, and architectures.
- Ability to articulate all aspects of Naval Shipyard business processes, value chain, data model requirements and associated technical requirements.
- Advanced-level knowledge of and skill to apply a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness or to improve complex management processes and systems.
- Advanced-level knowledge and skill in communicating orally and in writing to prepare presentations, briefings and talks to high-ranking military and civilian managers.
- Advanced-level skill to plan, organize and team effectively with various levels of NAVSEA agencies and other RMC’s and Shipyards.
- Proficiency in Microsoft Word, PowerPoint, and Excel.
- Detailed-oriented, self-driven, able to work well within a team that supports a fluid, dynamic environment.
- Ability to think independently with minimal oversight, as well as demonstrate exceptional written and oral communications skills.
- Exemplary customer/client management skills and techniques.
Minimum Education: Bachelor's Degree
