Education and Work Experience:
- Bachelor’s Degree required; master’s degree preferred. Bachelor’s or Master’s Degree in social work, or a related field, preferred. Other Comparable experience Considered.
- Required one-year experience with providing casework services.
- Experience working with individuals from a variety of backgrounds and educational levels required.
- Customer service experience.
- Critical thinking. Sound judgment and decision making
- Skilled in working with a team.
- Oral and written communication skills.
- Must be highly motivated and a self-starter.
- Bilingual preferred.

Scope of Position:
The Resource Navigator position supports the provision of Coordinated Entry of services by providing information, referral, intake assessment, and emergency casework services over the phone, via email, video chat, and/or in person. The Resource Navigator will provide case management services using homeless diversion and prevention strategies and will also be responsible for using HMIS and Salvation Army databases to document assistances, referrals, and to track assisted households monthly, for at least one year. Provides easy access to tailored solutions for persons in Multnomah County that are experiencing homelessness, are at risk of experiencing homelessness, or who are precariously housed, to promote long term housing stability.
Knowledge, Skills and Abilities Required:
- Microsoft Word, Excel, and Outlook required.
- Knowledge of HMIS imputing and reporting.
- Working knowledge of integrated database applications and ability to use new software programs with basic training. Must be courteous and respectful to teammates and donors.
- Must be congenial and able to work with difficult individuals.
- De-escalation skills preferred.
Licenses and Certifications required/preferred: Driver License. Trauma informed Care, Assertive Engagement, First Aid and CPR; Non-Violent Crisis Intervention; Peer Support; Heat Illness Prevention; Safe Driving; Rent Well; Community Warehouse Escort; Civil Right Training; Bloodborne Pathogens Training; De-Escalation Training.
Essential Duties and Responsibilities:
- Responds to requests for information regarding The Salvation Army’s assistance programs and other community resources to address immediate needs and to assist in creating a path toward stability.
- Conduct triaging using screening tools, and providing assistance and referrals in Multnomah Co.
- Assess needs and identify resources to establish individual case plan.
- Connect and refer qualified candidates with their appropriate partner agency.
- Provide tailored case management and financial assistance when appropriate.
- Documents calls accurately utilizing a computerized internal database.
- Record and track assistances in HMIS according to HUD standards.
- Completing all required assessments with households to determine program eligibility.
- Use active and compassionate communication skills.
- Maintain comprehensive case management files and statistics required by funding sources.
- Other duties as assigned.
Physical Requirements:
- Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.
- Grasp, push, pull objects such as files, file cabinets drawers, and reach overhead.
- Operate telephone.
- Operate a desktop or laptop computer.
- Lift and carry up to 25 lbs.
- Must be able to drive a motor vehicle.
Working Conditions:
- Work in all types of weather conditions.
- Works on many projects at once in a semi-open office environment with interruptions and noises from voices, telephones, printers.
