PROGRAM INFORMATION: The Maine Department of Agriculture, Conservation and Forestry (DACF) is looking for a highly organized individual to fill the position of Coordinator of the Maine Agriculture, Food and Forest Products Investment Fund (MAFFPIF or the Fund). DACF foresees MAFFPIF becoming its flagship financial assistance and strategic investment program. This is a full-time, limited period position.

BRIEF JOB DESCRIPTION: This position will be responsible for developing and implementing the Fund; conducting rulemaking; coordinating with key stakeholders in advancing policy and legislative priorities; and ensuring that the Fund works in harmony with other State of Maine financial and technical assistance tools and resources.

The position requires analytical, interpretative, evaluative, and constructive thinking to develop and implement the Fund and identify opportunities for investment in agriculture, food, and forest product industries to achieve Division goals on a statewide level. The nature of this work requires the person in this position to develop, review, revise, and implement program policies and procedures; facilitate the Maine Agriculture, Food Systems, and Forest Products Infrastructure Investment Advisory Board; research and identify investment opportunities; secure program funding; develop workplans; collect and analyze program data; draft and present testimony; oversee program reporting; and provide subject matter expertise on training, education, and outreach using previous experience, industry knowledge, and best practices. This position will be the primary DACF staff support for the legislatively defined MAFFPIF advisory board, charged with guiding Fund priorities. As a board facilitator, the person in this position will prepare board agendas, facilitate board discussions, provide ongoing reporting and program updates, and ensure that the board makes data-informed decisions in a timely manner.

This position will be under the direct supervision of the Director of DACF’s Agricultural Resource Division with significant involvement of the Commissioner and the Directors of the Bureaus of Agriculture and Forestry. The position will prepare program report drafts and work to secure additional funding opportunities in alignment with program, Division, Bureau, and Department goals. The position will collaborate with the Department of Economic and Community Development, the Maine Forest Service, and other appropriate agencies and partners to ensure that investment objectives are appropriately utilized.

MINIMUM QUALIFICATIONS: An eight (8) year combination of education, training, and/or experience providing a knowledge of planning and research principles, practices, and techniques.

The Successful Candidate Will Have

  • Familiarity with rulemaking and other governmental processes.
  • Experience in applying equity considerations to both procedures and outcomes in the context of policy making, financial assistance, or other relevant fields.
  • Knowledge of grant administration processes and inter-organizational coordination, specifically application management, contract management, technical support, stakeholder outreach and communications, monitoring and reporting, and data collection and analysis.
  • Knowledge of financial and technical assistance programs with the ability to interpret and administer program requirements and prepare project and financial reports in order to write legislation into workable policy.
  • Ability to collect, analyze, and steward program outcome data which will inform future funding opportunities.
