What are the responsibilities and job description for the HVAC/Electric Lead position at Maintenance Department?

PRIMARY PURPOSE:
Organize and direct maintenance and repair services for all district facilities. Assist Maintenance Director to maintain the physical school facilities in a condition of operating excellence so that full educational use may be made at all times. Maintain, repair, and install electrical and heating and air conditioning systems and equipment for the district. Maintain and provide for the safe condition and operation of all electrical fixtures and electrical and HVAC systems in district facilities.
QUALIFICATIONS:
Education/Certification:
High school diploma or GED
Valid Texas driver’s license
Texas air conditioning and refrigeration contractor license or technician certification
Preferred valid journeyman electrician license
Special Knowledge/Skills:
Knowledge of HVAC repairs, maintenance, and installation techniques, including energy management systems
Knowledge of electrical circuits and wiring and operating principles of motors
Knowledge of local electrical codes
Ability to manage personnel
Ability to read and interpret blueprints, diagrams, schematics, and written reference material
Ability to perform mathematical calculations
Ability to diagnose and resolve problems
Ability to use hand and power tools
Preferred Experience:
Five years experience in HVAC field
Five years experience in electrical field
Two years supervisory experience
MAJOR RESPONSIBILITIES AND DUTIES:
1. Maintenance and Repair
1.1 Assign priority to maintenance work orders and process them.
1.2 Estimate cost of repair projects including labor, materials, and other related costs.
1.3 Assign all repairs to assigned HVAC/Electric personnel and oversee completion.
1.4 Initiate contract repair when work cannot be performed by staff.
1.5 Install and repair HVAC, wiring, electrical fixtures, power equipment, and components of machinery and equipment following electrical code, manuals, specifications, schematics, and blueprints.
1.6 Install and repair control and distribution apparatus, including motors, relays, switches, thermostats,
circuit-breaker panels, etc.
1.7 Install and connect power supply wiring, cables, conduit, and electrical apparatus for machines and
equipment in new and existing facilities following diagrams, schematics, or blueprints.
1.8 Diagnose and resolve problems in electrical circuits, systems, and equipment using testing instruments and equipment.
1.9 Test continuity of circuits to ensure compatibility and safety of components using testing Instruments.
1.10 Measure, cut, bend, thread, assemble, and install electrical conduit using rulers, measuring devices, hand tools, pipe threader, and conduit bender.
1.11 Diagnose and repair malfunctions in various types of heating and air conditioning systems, including rooftop equipment and energy management systems.
1.12 Maintain all heating, air conditioning, and refrigeration equipment, including energy management systems.
1.13 Relocate and expand existing HVAC systems as needed.
1.14 Repair, replace, or calibrate controls, thermostats, switches, fuses, and electrical wiring.
1.15 Fabricate, assemble, and install ductwork and piping according to specifications and code.
1.16 Wire and connect motors, compressors, temperature controls, and humidity controls according to wiring schematics.
1.17 Maintain preventive maintenance schedules and procedures for all HVAC and refrigeration equipment, including changing of filters and cleaning condensers and coils.
1.18 Perform duct cleaning and air quality testing as needed.
1.19 Assist energy manager to complete energy conservation surveys to realize most efficient, cost effective use of HVAC energy.
1.20 Maintain accurate records on material and labor used.
1.21 Inspect jobs upon completion and ensure areas are clean.
1.22 Detect needed repairs on equipment following established inspection procedures.
1.23 Assist skilled workers to complete repairs as needed.
1.24 Work cooperatively with principals, Maintenance Director and Supervisor to schedule and complete repairs and projects.
2. Inspection
2.1 Inspect all district buildings and facilities and initiate repairs as needed.
2.2 Conduct on-site inspection of repair projects and ensure areas are clean.
2.3 Monitor and inspect contract work.
3. Safety
3.1 Perform preventive maintenance on tools and equipment.
3.2 Operate tools and equipment according to established safety procedures.
3.3 Ensure that equipment is in safe operating condition.
3.4 Follow established safety procedures and techniques to perform job duties, including lifting, climbing, etc
3.5 Correct unsafe conditions in work area and report any conditions that are not correctable to Maintenance Director immediately.
4. Inventory and Equipment
4.1 Maintain inventory of district-owned tools, equipment, and materials.
4.2 Prepare, implement, and maintain preventive maintenance schedules for maintenance and repair to tools and equipment.
4.3 Order tools, equipment, and supplies, and maintain accurate records.
4.4 Recommend replacement of existing equipment.
4.5 Conduct annual inventory of physical equipment and supplies.
4.6 Maintain Freon dispensing records to meet federal requirements.
5. Other
5.1 Work or assign personnel to work irregular hours and respond to after-hours emergency calls as needed. (Will be required to wear pager and/or cell phone.)
5.2 Assist in the preparation of department budget.
5.3 Assist in recruiting, screening, training, and evaluation of HVAC personnel.
5.4 Maintain accurate information for payroll reporting (time cards, tardiness, and absenteeism).
5.5 Attend school/training sessions as required.
5.6 Perform other duties as assigned by Maintenance Director/Supervisor.
SUPERVISORY RESPONSIBILITIES:
Supervise and evaluate the work assigned HVAC/Electric personnel.
EQUIPMENT USED:
Meters and testing equipment, gages, soldering iron; wire puller; pipe benders and threaders; welding equipment; hand and power tools (saw, drills, etc.); trencher; jackhammer, concrete saw; ladder; hoists; propane torch. Light truck or van
WORKING CONDITIONS:
Mental Demands/Physical/Environmental Factors:
Continual walking, standing, climbing, stooping, bending, kneeling, reaching, and heavy lifting and carrying. Work in tiring and uncomfortable positions, around electrical power lines, outside and inside. Exposure to extreme temperatures. Frequent district wide travel.
