JOB DESCRIPTION
TRIBAL HOUSING DIRECTOR
STATUS : Full Time, 40 hours
SUPERVISED BY : MIHA Board of Commissioners
ROLE : The Housing Director will be responsible for the planning, administering, directing, and supervising all phases of the Housing Authority operations.
SALARY : $45k to $50k
POSITION RESPONSIBILITIES
1. As the contracting officer of the Housing Authority, the Housing Director coordinates the development of and monitors all programs and budgets of the Housing Authority.
2. Monitors program for the compliance and ensure that all goal and objectives are reached.
3. Responsible for the timely preparation and submission of all required reports.
4. Reviews all contracts and grant proposals and presents to the B.O.C. for review and approval.
5. Keeps the B.O.C. and the Tribal Council abreast of current Housing priorities, reports, deadlines, and etc.
6. Supervises all employees of the Maliseet Indian Housing Authority and is responsible for all termination of all employees of the Housing Authority.
7. Interprets and endorses all policies and procedures of the MIHA.
8. Create and maintain with the Finance Director, the Indian Housing Plan, Annual Performance Report, USDA Annual Budget, and all requirements of the Low-Income Housing Tax Credit Program, and review with B.O.C prior to submission.
9. Director must implement regulatory Procurement Policy and Procedures and adherence to all federal regulations established with individual contractual agreements.
10. In conjunction with the Finance Director, is responsible for proper maintenance of the Housing Authority accounting records, deposits, and preparation of all financial statements. Ensuring all accounts are reconciled by the 5th day of each month.
11. Reviews and authorizes purchasing within the budget guidelines and funding compliance requirements.
12. Responds to all tenant concerns and complaints and investigates as needed.
13. Reviews maintenance reports prepared by the maintenance Supervisor and discusses maintenance needs, assists with prioritization of major rehabilitation and projection of costs vs actual funding availability.
14. In conjunction with the Maintenance Department and Residential Counselor, ensures routine inspections of all Housing Authority property with initial and departure inspections to ensure that all lease provisions are within compliance.
15. In conjunctions with the Admissions & Occupancy Specialists, finalizes the applications for Housing and maintains a current waiting list at all times.
16. Verifies all tenant accounts receivable for accuracy, including the calculation of rent, and authorizes all payment arrangements.
17. Seeks alternative sources of funding for rehabilitation of units.
18. Supervises all office staff and the maintenance supervisor with annual evaluation reports for their date of hire to be submitted within their personnel file.
19. Serves on Wabanaki Public Housing Circle
20. Maintains pleasant relations with employees, the Board of Commissioners, contractors, state and federal resources and follows immediate requests for actions from all of the above.
21. Represents the Housing Authority to the press and at all meetings of interest to the Housing Authority.
22. Responsible for maintaining amiable relations with all tenants and refers tenants to available alternate resources when necessary.
23. Maintain and adheres to a strict practice of confidentiality.
24. All other duties assigned.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Public Administration, or a minimum of 8 years in a job-related field
- Experience in agency / business management preferred
- Specific skills in budget development and management needed; supervisory experience required
- Ability to communicate effectively both orally and written form
- Must be able to travel in / out of state as needed
- Must consent and successfully pass a criminal background check
- Experience with tenant laws and housing development
