This classification is responsible for performance of highly skilled technical work in securing and maintaining compliance with all applicable building codes and regulations governing building construction, alterations and repairs. Work involves the examination of plans, blueprints, diagrams, surveys, and similar documentation. Work involves inspections at commercial, industrial and other job sites. Work requires considerable independent judgment in the interpretation and application of pertinent codes and regulations. Position also requires a high level of interpersonal skills relating to customer service. Work includes supervision and evaluation of assigned staff.
Working Conditions
Indoor / Office situation; high noise environment while performing certain responsibilities. Ability to work outside in all types of weather conditions, including inclement. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance. Ability to bend, kneel, squat, and climb. Near and far vision required, visual color discrimination, standing for extended periods of time, climbing ladders.
Job Description
Essential Functions

Supervises and monitors examination of plans and specifications submitted for building, mechanical, electrical and plumbing permits to evaluate compliance with applicable code requirements and State regulations. Assists in employee training.
Supervises and monitors construction inspections, alterations and repair of various structures, such as private homes, multi-family residences, commercial and industrial buildings; investigates complex complaints and assists inspectors on complex inspections. Assists in employee training.
Confers with and advises contractors, owners, architects, engineers and the general public relative to interpretation and application of the building codes, zoning ordinance and other applicable laws, ordinances and regulations; issues notices and warnings; posts stop work orders as required.
Works directly with contractors, architects, engineers and / or the general public; explains rules, regulations and inspections / permitting procedures firmly and impartially.
Approves and signs plans that meet required specifications.
Attends hearings and appears in court, as required.
Attends meetings of Code Review Board.
Prepares and maintains necessary records and reports.
Enforces all aspects of County Ordinances including complaint investigations, posting determinations, research and course of action pertaining to unsafe structures.
Drafts business letters, when necessary, to contractors, architects, engineers and manufacturers.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
High school graduate / equivalent.
Possession of one (1) Standard Licenses in one (1) subsequent discipline (Building, Mechanical, Plumbing, Electrical) issued by Florida's Building Code Administrators and Inspectors Board (BCAIB) as an Inspector or plans examiner.
Applicant will be required to gain possession of a subsequent license (inspector or plans examiner) in the same discipline within one (1) year of start date or one year from the date of approval to take the test by BCAIB, whichever is longer.
Minimum of one (1) year supervisory experience.
Minimum of one (1) year related experience as a Plans Examiner-Inspections Officer. Supplemental technical courses.
Valid driver's license with valid Florida driver's license within 30 days of hire.
Career Incentive Pay :
Compensation of $1.00 / hour for each additional license in skill level(s) after meeting minimum qualifications.
Equivalent combinations of education and experience may be considered.

Professional certifications or licenses are highly desirable.
Skill level indicator (I through IV) for each Standard Inspector or Plans Examiner License in the disciplines of : Building, Mechanical, Plumbing, or Electrical.
Knowledge, Skills, and Abilities :
Knowledge of various construction design methods, materials and building code requirements.
Knowledge of applicable laws and regulations governing building construction and locally established enforcement policies and procedures.
Ability to read, understand and work from plans, drawings and diagrams, detect and locate defective workmanship and materials, and to ascertain the stage of construction when defects are most easily found and remedied.
Knowledge of floodplain management ordinances and methods, materials and techniques involved in the construction, repair and alteration of flood hazard structures.
Knowledge of entire permitting process, including intake, review and issuance of building permits.
Ability to enforce and interpret regulations with firmness, tact and impartiality.
Ability to maintain effective working relationships with County employees, developers, contractors, architects, engineers, general public, etc.
Ability to communicate clearly and effectively, orally and in writing.
Ability to read, understand and work from plans, drawings and diagrams, detect and locate defective workmanship and materials, and to ascertain the stage of construction when defects are most easily found and remedied.
