Work Hours: Monday - Friday with flexibility between 7:00 am and 6:00 pm, and occasional evening and weekend work
Expected starting salary range: $71,556.54 - $94,812.41
Natural Resources, Ecological & Marine Resources:
The Ecological & Marine Resources (E&MR) Division within the Natural Resources Department includes three Sections: 1) Ecological Restoration, 2) Marine Resources, and 3) Mitigation. In addition, the E&MR Division supports the Beach Program. While there is overlap, each section holds distinct responsibilities. The E&MR Project Manager will directly support the E&MR Division Manager to oversee projects within all three E&MR sections, as well as the Beach Program. The selected applicant can be expected to be pulled in multiple directions to address responsibilities within each of these areas of discipline and to establish new revenue generating programs (e.g., grants) to support new projects.
This position will manage Capital Improvement Projects (CIP) for the Natural Resources Department requiring knowledge of procurement practices, design and permitting, and construction/contractor oversight. The role will also support grant funded projects on Manatee County's natural lands including obtaining, reporting, and implementing grants requiring exceptional organization and writing skills.
Job duties will include support with habitat restoration and wetland mitigation projects starting with project planning, field surveys, design, and permitting followed by implementation all the way through to scientific studies, compliance monitoring, and long-term management. The position will provide technical support to multiple departments regarding listed wildlife, wetland regulations, waterfront infrastructure, coastal resiliency, and environmental resource permitting. This position will also support waterway management, including liability issues and programs such as the Manatee Protection Plan, abandoned/derelict vessels, aids to navigation, navigational dredging, living shorelines, boat ramps, and the artificial reef program. The E&MR Division also oversees Manatee County’s regulatory compliance for wetland mitigation to advance roadway projects and other capital improvements with the goal of expediting permitting and minimizing wetland mitigation costs. This position will support development of the Wetland Mitigation Bank Program. Finally, the Beach Program includes emergency field operations following hurricanes, beach renourishment planning with oversight during implementation, and support for beach stabilization projects.
Three (3) or more years of progressively responsible experience in the planning, design, permitting, and/or construction infrastructure/coastal restoration/site development projects. Prior budget management experience desired.
Environmental Engineer, Soil Scientist, Environmental Scientist, Water Resources Specialist, Field Ecologist or similar is desired.
Three (3) or more years of progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects. Prior budget management experience desired.
Valid driver license required, with valid Florida driver license required within 30 days of hire.

Acts as project manager for a variety of construction, engineering, Capital Improvement Plan, and related projects depending on area of assignment. Manages activities of project engineers, contractors, consultants, and other staff. Provides direction during the planning, design, land acquisition, and construction phases of assigned projects to assure a quality project is produced in a timely and cost-effective manner.
