Work Hours: Monday - Friday, 7:00 am - 4:00 pmPrepares construction plans, specifications, engineering reports, and cost estimates for projects related to area of assignment. Performs complex engineering design, review, and capital improvement program planning and implementation work. Prepares, signs, and seals documents for outside agencies. Acts in a lead capacity. Depending on area of assignment, may have more extensive supervisory responsibilities. Position has considerable contact with County officials, contractors, engineers, and other internal and external contacts, requiring excellent public relations skills.
Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time, with or without cause.

- Supervises assigned Transportation section staff.
- Assigns work and delegates responsibilities to assigned staff and monitors progress to ensure goals are met and high-quality customer service is maintained.
- Supervises daily activities of assigned staff and sets day-to-day operational objectives and goals to ensure consistent, accurate, and efficient operations of the Transportation section.
- Prepares and reviews plans, studies, reports, and other technical documents for compliance with applicable Federal, State, and County standards, policies, and regulations.
- Coordinates with consultants, other governmental agencies, private entities, and others as necessary.
- Performs short-term and long-term planning, scheduling, prioritizing, and coordinating within area of responsibility.
- Assists with personnel activities of assigned staff, such as hiring, approving timesheets and time off requests, coaching, mentoring, training, performance appraisals, disciplinary matters, motivating, and responding appropriately to employee complaints and issues.

Oversees the preparation of final drawings and design calculations for new construction at existing facilities.
Coordinates design and project management requirements, as dictated by operating needs.
Leads daily activities of a small team. Assigns work and ensures completion according to established standards, procedures, and timeframes. Provides assistance and training to less experience team members.
Seals drawings and calculations. Prepares specifications and related bid documents.
Reads and interprets complex engineering plans and specifications and uses highly complex engineering techniques in the solution of problems encountered in area of assignment.
Provides professional engineering assistance, including non-project engineering, to assist Public Works staff and other departments.
Prepares, signs, and seals permit applications to outside agencies such as U.S. Army Corp of Engineers, Florida Department of Environmental Protection, and Southwest Florida Water Management District.
Reviews and researches development projects for compliance with the Comprehensive Plan, Land Development Code, and County design standards.
Responsible for preparation and maintenance of necessary records, reports, and correspondence.
Provides testimony at public hearings regarding assigned projects.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Attends educational events that will increase professional knowledge and be otherwise beneficial to the County.
Performs other related work (including weather or other extreme emergency duties) as required.

Reviews master plans, preliminary plats, site plans, construction plans, and final plats. Reviews easement requests from the Property Management Department’s Property Acquisition Division. Coordinates with the Public Works Infrastructure Inspection Division regarding construction and certification processes. Works with the Manatee County Health Department and Florida Department of Environmental Protection (FDEP) to ensure compliance with all regulations and design standards for county utility infrastructure. Responds to citizen requests regarding roadways, access, permitting, and utility extensions. Responsible for day-to-day coordination and overall satisfaction of the County’s development community.

Works with county departments and other stakeholders to establish and update project scope, schedules, and preliminary cost estimates for Capital Improvements Projects involving transportation, stormwater, and utility infrastructure. Responsibilities include preparation of preliminary conceptual exhibits and cost estimates for the planning of future improvements, data collection and analysis, and master planning related services. This position requires considerable contact with County officials, contractors, engineers, and stakeholders and requires excellent public relations skills.
Project Management
Serves as Project/Client Manager and/or project civil engineer for design, permitting and construction of public infrastructure, such as transportation, water, wastewater, storm water, reclaimed water, and related civil engineering projects. Responsible for day-to-day coordination and overall client satisfaction; while building strong client relationships. This position requires considerable contact with County officials, contractors, engineers, and stakeholders and requires excellent public relations skills.
Design and Review
Provides professional engineering services for Manatee County transportation projects such as roadways,intersections, sidewalks, and bridges. Provides professional engineering services to support Manatee County's potable water, wastewater, and reclaimed water utility systems, including renewal and rehabilitation programs for water and wastewater systems, lift station rehabilitation, and installation of generators at lift stations countywide. Provides design and review services for conceptual and final designs, project analysis and cost estimating, construction certification, utility conflict resolution, and origination of infrastructure standards and specifications.
Stormwater Engineering
Responsible for regulatory review of public hearing and administrative site development plans related to stormwater management, floodplain mitigation, and floodway “no-rise” analysis in compliance with Manatee County Comprehensive Plan and Land Development Code and the Public Works Standards Manual. Reviews land development application packages, including construction plans, drainage calculations, and survey documents, for stormwater design requirements including attenuation of runoff, water quality treatment, dedication of drainage and flowage easements, finish floor and grading, freeboard clearances, and substantiation of no adverse drainage impacts created to neighboring properties. Oversees the design, permitting, and management of Capital Improvement Projects (CIP) through stormwater master planning. Responsible for the design, permitting, and management of outfall dredging projects. Prepares compliance reports for EPA National Pollutant Discharge Elimination System (NPDES) and FEMA Community Rating System (CRS) certification.
Traffic Engineering
Responsible for reviewing signing and pavement markings, signalization, and maintenance of traffic plans associated with construction plans from both external and internal customers. Provides development plan reviews, coordinating with FDOT regarding access management meetings, as well as reviewing traffic studies from operational and safety point of view. Designs, signs, and seal, traffic design plans and specifications for in-house projects.
Traffic Signal Timing Engineer
Manages and implements signal and system timing plans through the Sarasota-Manatee Regional Traffic Management Center (RTMC) to improve the regional traffic flow. Coordinates Transportation Systems Management and Operations (TSM&O) and Active Arterial Management functions including Adaptive Traffic Control Systems operations. May assist the County Traffic Engineer and Traffic Systems Engineer with the development of scope, design and construction activities for the Intelligent Transportation System (ITS) and other related special projects.

One or more years as Engineer of Record.
If assigned to RTMC Traffic Signal Timing area of assignment, Professional Traffic Operations Engineer (PTOE) certification desired.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
