What are the responsibilities and job description for the Director of Business Services position at Manitowoc Public School District?
SUMMARY: To manage the business, operations, and financial affairs of the school district, under the direction of the Superintendent of Schools, in a manner consistent with the goals and policies of the Board of Education and in accordance with statutes of the State of Wisconsin. To assist the Superintendent in providing leadership in long-range strategic planning and day-to-day management of the district.
SUPERVISORY RESPONSIBILITIES:
Business Office staff, Contracted Food Service Director and Printing department.
QUALIFICATIONS
Master’s degree in School Business Administration, Finance or Business related field.
Wisconsin Department of Public Instruction School Business Manager certification or willingness to take the applicable coursework to obtain this licensure.
Previous experience as a School Business Director strongly preferred but not required. An MBA with financial leadership experience in the private sector will also be considered.
Initiative and innovate knowledge in planning and implementing the business operations in a school district.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Budget Development and Control
- Works with Superintendent, accountant/bookkeeper, school administrators, and board of education to develop the school year revenue and expenditure budgets.
- Administers a budget development system for the district.
- Prepares budget forms and solicits budget material from all budget units.
- Develops and presents the annual district budget to the Finance and Budget Committee and the Board of Education for input and approval.
Finance and Accounting
- Manages appropriate board policy and state/federal directives concerning finance and accounting.
- Signs required forms, letters, applications and reports as chief financial officer.
- Works with bookkeeper/accountant to establish and maintain an accurate and reliable accounting system in conformity with generally accepted accounting principles.
- Serves as a member of Board of Education Finance and Budget Committee.
- Maintains and manages district-wide property, workers compensation and liability insurance.
- Facilitates the external audit process, and receives and responds to audit findings.
Purchasing and Inventory
- Interprets board policy and statutes regarding purchasing.
- Reviews specifications for bids and quotes.
- Works with purchasing in recommending specific products, services, methodology, and vendors to the administration and board.
- Recommends sale or transfer of surplus materials and equipment.
- Advertises for bids in connection with the purchase or sale of goods or properties, and receives and takes charge of such bids until the time of their opening.
Information Technology
- Maintain management information systems/software as it relates to the payroll and financial systems.
- Adhere to legal requirements for records management.
- Files, processes and manages Erate.
Payroll Management
- Develops salary and wage schedules for Human Resources and payroll.
- Develops financial analysis regarding employee groups and budgeting.
- Ensures compliance with all federal and state payroll and benefit laws and regulations.
- Assists with the reporting of ACA to staff and the IRS.
- Works collaboratively with Human Resources regarding financial analysis and impact of the various employee benefit/insurance plans.
- Reports the problems, conditions, and needs of the payroll office periodically to the Superintendent.
Transportation
- Negotiates busing contract with business contractor.
Leadership Roles
- Attends board meetings and attends/presides over such other meetings as the superintendent designates.
- Acts as hearing officer for food service free and reduced lunch applications.
- Acts as Deputy Clerk to the Board of Education and performs such duties as directed by the Board.
- Supervises and evaluates all direct reports
- Performs such other duties as directed by the Superintendent of Schools.
