Position Summary:
Under the direction of the Finance Director, this position has responsibility for maintaining our financial accounting system and procedures for a variety of subsidiary accounts. Work involves responsibility for accuracy and accountability. While the work is performed within the limits of an established accounting system, it requires considerable attention to detail. Candidate would make system decisions that allow for the smooth processing of accounting workflows within the established accounting system and appropriate internal controls.
Examples of Work Performed:
The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Oversees and manages accounting procedures for accounting duties involved in managing all suppliers for the county, preparing, maintaining, and monitoring suppliers and determining the filing status for suppliers from the W9 information submitted county-wide
- Oversees and coordinates all Accounts payable processing county-wide including the supplier terms and conditions, develop and manage supplier groups and categories for county departments
- Oversees and approve the procurement settlement process for the County
- Creates or assists in payroll reporting for IRS and WRS reporting as required by law. Assists in processing payroll, including court ordered garnishments and deductions, creates the invoices and ACH payments associated with payroll.
- Completes year-end reporting for IRS (1099), processes weekly invoices, and supplier maintenance.
- Assists in the annual reporting of financial information to federal, state and local governmental agencies.
- May assist in preparing annual department/division budgets.
- Gathers, maintains, and analyzes a variety of financial data required to compile reports; formats reports for assigned program use and maintains a comprehensive data management program.
- Maintains regular and predictable attendance; works extra hours as required.
- Serves as a backup to the accountant.
- Performs related accounting work as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of financial management principles, practices, and procedures, Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB) principles.
- Knowledge of financial analysis techniques and financial system management principles.
- Skill in preparing and maintaining financial statements and reports.
- Knowledge of internal financial control practices.
- Knowledge of applicable federal, state, and local laws, rules, and regulations and the ability to apply them to specific circumstances.
- Knowledge of IRS rules and regulations for employee pay, deductions and other miscellaneous income
- Knowledge of State of Wisconsin Retirement system policies and procedures
- Skill in using Microsoft Office software, including TEAMS, Excel, Word, and Outlook, and the ability to learn customized accounting software.
- Skill in managing virtual training in software such as Jabber, WebEx or MS TEAMS
- Skill in compiling and verifying financial data.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with other employees, state agencies, and the public.
- Understands the County's and department's mission, core values, plans, and priorities for the future.

Qualifications:
Associate’s degree from an approved college/university in Accounting, Finance, or Business Administration with an accounting emphasis, and two years professional accounting work experience. Professional governmental accounting experience and/or work with the IRS regulations is preferred. Equivalent combination of education and work experience providing the knowledge, skills and abilities may be considered or at minimum associate degree in accounting and two years’ experience working with accounts payable, payroll and financial records as a major part of job duties.
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
