POSITION OVERVIEW:
The St. Paul Park Refinery has a full-time opening for an Operations Excellence Specialist (OES). The OES reports to the Operations Superintendent and conducts training of unit personnel in support of regulatory compliance and continuous improvement. The OES also establishes and maintains a culture of safety and environmental excellence through preparation of plans for execution of major projects and turnaround work.
RESPONSIBILITIES:
- Lead by example and ensure Health, Environmental, Safety, and Security policies and procedures are followed.
- Foster a culture of safe operation, environmental stewardship, ownership, and continuous improvement.
- Develop the operating crews and support organization through coaching, mentoring, and training. Foster inclusive team culture with high performance and continuous improvement.
- Develop and update operating procedures to ensure compliance with regulatory and corporate requirements, specifically RSP-1304 and other associated RSPs, with input from operators and operating leaders while ensuring management of change (MOC) is followed.
- Conduct training of unit personnel in support of regulatory compliance and continuous improvement. Use assessment tools to ensure that knowledge and skill requirements are effectively transferred in alignment with Refining Standard Practices (RSP) including RSP-1305.
- Communicate training status and progress for unit personnel, proactively identifying exceptions for resolution.
- Develop, maintain, and regularly review all training materials for accuracy and alignment with instructional system design principles.
- Prepare plans for execution of major projects and turnaround work, primarily focused on rules and regulations required for shutdown, decontamination, startup procedures, and associated activities to execute work.
- Participate in development of non-routine equipment repair plans and commissioning of new equipment by developing procedures, in addition to review of equipment isolations, piping and instrumentation diagrams, walk-downs, and participating in or leading MOC process.
- Evaluate, verify, and coordinate the annual procedure certification process.
- Maintains the operator rounds system GO Plant.
- Proactively identify potential risks and opportunities to ensure assigned Area has accurate production targets and meets production plan. Continuously improve the process units to adapt to the ongoing energy evolution. Support Area Team during troubleshooting and abnormal, shutdown, and startup operating conditions.
- Represent Area within the Operations Excellence team, backfills for Operations Superintendent, Operations Maintenance Specialist, and Area Team Manager when needed.
REQUIRED QUALIFICATIONS:
- Minimum High School Diploma or equivalent.
- Minimum 2 years refining, chemical or petrochemical industry experience required.
- Field & Console Operator experience or equivalent engineering experience preferred.
- Operations experience and/or supervisory experience is preferred.
