POSITION SUMMARY:
The Detroit Refinery Tank Lead will be responsible for overseeing both the construction and tank maintenance processes, ensuring timely and on-budget execution of all activities. This includes managing the construction organization, contributing to engineering design and constructability reviews, and overseeing the comprehensive planning, execution, and coordination of the Tank Program across the refinery.
KEY RESPONSIBILITIES:

Engineering & Construction Support:
- Participate in engineering design and constructability reviews.
- Recommend contracting strategies and prepare associated budgets.
- Conceive, develop, and recommend actions, setting priorities for your assigned areas of work.
- Provide guidance to less experienced professionals and coordinate their work as necessary.

Tank Maintenance Planning & Execution:
- Accountable for the overall planning and execution of tank maintenance, ensuring projects are completed on time and within budget.
- Develop, manage, and coordinate all tank repair scope through schedule management, MOC management, and execution best practices.
- Lead the planning and scheduling of tank outages, coordinating with various refinery groups.
- Manage the 25-year tank maintenance plan and the 5-year tank budget.
- Oversee in-field coordination of cleaning efforts, logistics, and waste removal, in collaboration with environmental teams.
- Procure materials for tank maintenance, blinding, and relief device repairs via global procurement channels.
- Create and manage MOCs for each tank, working with inspections, technical services, operations, and engineering to define tank scope.
- Develop P6 plans for each tank, ensuring coordination with contractors and proper headcount management.
- Review Earn vs Burn reports for productivity and manage contractor procurement materials.
- Lead turnover walks and ensure quality verification documents are completed, coordinating with inspections to return tanks to service.

General Coordination & Administration:
- Communicate the status of tanks and other projects to refinery groups.
- Coordinate strapping, hydrotesting, and instrumentation resetting per tank.
- Resolve time entry issues and approve inconsistencies in work hours.
- Coordinate lump sum quoting for non-time and material work.
- Manage annual or bi-annual tank cleaning throughout the refinery.
EDUCATION AND EXPERIENCE:
- A bachelor's degree in Engineering is required.
- Minimum 4 years of relevant experience in Tanks is required.
SKILLS:
- Strong experience in project coordination, with a focus on engineering, construction, and tank maintenance.
- Proven track record of managing large-scale projects, budgets, and schedules.
- Ability to lead cross-functional teams and communicate effectively across all levels of the organization.
- Detail-oriented, with a strong understanding of tank maintenance and construction processes.
- Experience with procurement, contractor management, and MOC processes.
- Excellent problem-solving skills and the ability to think strategically.
