POSITION SUMMARY:
Marathon TS is seeking an Enterprise Architect to join our team in support of the Defense Healthcare Management Systems (DHMS) program. DHMS plays a critical role in advancing the Defense Health Agency’s (DHA) mission to improve healthcare outcomes and operational readiness by delivering innovative and secure healthcare technology solutions.
As a Chief Architect, you will be an integral part of an Agile support team providing expertise across engineering, data management, cybersecurity, deployment, infrastructure, cloud solutions, business operations, and data analytics. Your primary focus will be on architecting, optimizing, and maintaining enterprise solutions for one or more products within the Joint Operational Medicine Information Systems (JOMIS) or Defense Healthcare Management System Modernization (DHMSM) programs under DHMS. This role requires deep technical expertise in DoD enterprise architecture, interoperability, and strategic IT planning, as well as the ability to collaborate with senior stakeholders to drive mission-critical technology initiatives.
JOB RESPONSIBILITIES:
- Lead the enterprise architecture for the JOMIS product portfolio, designing, developing, and maintaining scalable, secure, and mission-critical solutions
- Partner with product owners, engineering teams, and key stakeholders to gather and analyze requirements, ensuring architecture solutions align with strategic and operational needs.
- Identify and solve complex architectural challenges by proposing scalable, secure, and interoperable solutions, while guiding senior DoD stakeholders in technology decisions and digital transformation efforts.
- Continuously evaluate and optimize enterprise architecture, proactively identifying opportunities for efficiency, scalability, and security improvements.
- Provide expert technical leadership on architectural and engineering initiatives related to JOMIS.
- Proactively identify and mitigate architectural risks and technical debt, developing and executing risk mitigation strategies.
- Develop and maintain documentation of architectural solutions, and provide guidance to other architects to ensure architectural diagrams are up to date
- Define and enforce IT infrastructure policies, standards, and best practices to ensure compliance and operational effectiveness.
- Implement and advocate for industry-standard architecture frameworks (e.g., DoDAF) to drive consistency and scalability in solution design.
- As needed, manage teams of enterprise architects to ensure delivery against strategic objectives.
JOB REQUIREMENTS:
- Bachelor’s degree in Computer Science, Information Systems, Business, or a related field (equivalent experience may be considered).
- 8 years of experience in Enterprise Architecture, with a preference for candidates with DoD or Electronic Health Record (EHR) experience.
- Familiarity with DoD Software Development Lifecycle practices and DoD Architecture Framework (DoDAF) 2.02 preferred.
- Proven ability to develop and execute enterprise architecture roadmaps, including baseline, transition, and target states across Business, Application, Data/Information, and Infrastructure/Technology domains.
- Expertise in multi-cloud strategy development and implementation, with strong preference for AWS experience and familiarity with OCI and other cloud platforms.
- Expertise in evaluating, designing, and implementing enterprise architectures that align with strategic and technical objectives.
- Proficiency in developing architecture artifacts, including process models, data models, sequence diagrams, and capability/function mappings.
- Demonstrated success leading end-to-end enterprise architecture initiatives, from design and implementation to ongoing optimization and governance.
- Strong technical writing skills with the ability to produce clear and concise documentation for both business and technical stakeholders.
- Experience working in Agile environments, with hands-on knowledge of Agile frameworks at the enterprise level (e.g., SAFe, LeSS, or DoD Agile initiatives).
- Ability to brief and engage with Senior DoD and Industry Leadership, translating complex technical concepts into actionable insights.
- Knowledge of Enterprise Configuration Management and Change Management processes is a plus.
- Familiarity with DevSecOps best practices and modern software development methodologies is a plus.
- Preferred experience managing enterprise architect teams, overseeing architecture development and ensuring alignment with strategic objectives.
- US Citizenship is required.
- Ability to be in person in Rosslyn, VA at least 3 days a week.
