  • Job Summary

    The Fiscal Analyst Senior is a key member of the Arizona Small Business Development Centers (SBDC) Network, including including the APEX Accelerator program, serving as a subject matter expert in financial and program analysis. This role supports the State Director and Assistant State Director and is ideal for a self-starter who excels in analyzing data, identifying trends, and effectively communicating insights to stakeholders across the state.

    The Fiscal Analyst Senior will manage Arizona SBDC funding budgets with strong attention to detail, providing valuable support on financial transactions and policy interpretation. This opportunity requires excellent communication skills to explain complex data and collaborate with stakeholders and team members to improve processes and strategically plan for future fiscal years. The SBDC team is looking for a Fiscal Analyst Senior who thrives in a fast-paced environment and brings a diverse set of skills and experiences to the team.

    Essential Functions

    25% - Financial monitoring and analysis to ensure compliance with grant requirements and approved budgets, including financial projections :

  • Responsible for frequent communication with the State Director, multiple grant accounts throughout the statewide system, and Center Directors.
  • Responsible for communicating and understanding both financial and program policy with the ability to explain in writing, orally, and in presentation formats.
  • 25% - Provide assistance with developing and reviewing grant budgets for the State Office, SBDC Centers, and APEX Accelerator for completeness, accuracy, and compliance with grant requirements and expectation :

  • Compile and analyze financial data in support of quarterly, semi-annual, and annual report requirements, proposals, scenario planning, forecasting, and strategic planning.
  • 20% - Develop and maintain effective relationships with external subrecipient host colleges, grant accounting departments, stakeholders, and internal & external SBDC leadership :

  • Provide training to subrecipient hosts and internal SBDC, as needed, to support an efficient reimbursement process.
  • 20% - Develop program and fiscal policy and procedures to be used by the SBDC State Office and Network :

  • Ensuring ongoing adherence to Federal, State, and local legislation / regulations.
  • Provide virtual and in-person training across the state for stakeholders on a regular basis.
  • 10% - Other duties as assigned, such as :

  • Managing multiple grants and priorities to meet reporting, proposal, and grant tracking responsibilities, including forecasting for all locations and providing support to SBDC Centers as needed.
  • Attend meetings and participate in discussions and take notes as needed.
  • Minimum Qualifications

    Bachelor's Degree from a regionally accredited institution in finance, accounting, or a directly related field and four (4) years of experience providing advanced professional financial analysis and support for the assigned functions of finance, payroll, or budgeting related to the area of assignment.

    An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

    Desired Qualifications

  • Minimum of four (4) years experience applying, interpreting, and providing written and verbal guidance of general and grants budget principles, practices, and policies to all levels of users (executives, managers, staff).
  • Minimum of four (4) years experience creating reports and using data to track, analyze, and present program and / or fiscal outcomes.
  • Minimum of four (4) years experience handling financial and program management tasks, including understanding how the budget supports the program and ensures program goals are achieved, providing subject matter expert consultation and instruction related to include : monitoring compliance, budget understanding / preparation, procurement task management, transaction reconciliation.
  • Minimum of four (4) years experience providing support for program staff and collaborating on projects, including strategic planning on goals and outcomes.
  • Demonstrated proficiency with integrated Enterprise Resource Planning (ERP) financial, budgeting, and reporting systems and tools.
  • Ability to analyze and interpret data for accuracy, making sound, independent decisions in a timely manner using a high level of judgment, including experience and proficiency with database software to retrieve data for reporting and data manipulation purposes.
  • Experience in building relationships and working effectively with diverse stakeholder groups.
  • Minimum of 2 or more years' experience with Federal grants policies and procedures.
  • Special Working Conditions

    Positions in this class typically require : fingering, talking, hearing, seeing, and repetitive motions.

    Exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

    Work is routinely performed in an indoor office environment.
