Job Summary
The Senior Fiscal Analyst serves as a subject matter expert, providing advanced professional financial analysis and support for the District Office Human Resources team. This role is responsible for executing daily budgetary activities, ensuring financial accuracy and efficiency in collaboration with HR Directors, HR executives, and a fellow Senior Fiscal Analyst. Key responsibilities include budget planning, monitoring, and reporting, as well as offering strategic financial insights to support HR initiatives and organizational goals. This position plays a critical role in driving fiscal accountability and aligning financial resources with the priorities of the HR department.
Essential Functions
50% - Budget Development and Administration
- Assist with the development and administration of the HR Division's annual budget.
- Provide valuable support and guidance to college administrators on financial transactions, policy interpretation, and decision-making.
- Update and balance the online budget system, Management Planning & Budget (MPB).
20% - Reporting, Compliance, and Training
- Prepare monthly HR division reports and ad-hoc reporting as needed.
- Assist with fiscal year-end closing activities.
- Perform budget transfers and journal entries in the Financial Management System (FMS).
- Conduct compliance and quality control checks for ProCard transactions, including verification of documentation, tax coding, and chartfield accuracy.
- Monitor expenses to ensure consistency with District policies.
- Deliver one-on-one and group training sessions on fiscal and budget topics.
- Maintain and update division webpages.
- Serve as a point of contact for staff regarding budget-related questions.
20% - Budget Support for Procurement
- Provide budget support for purchase orders and requisitions.
- Collaborate with Procurement and Legal teams on budget-related matters, including contracts.
10% - Position Management Support
- Support the position management process by ensuring alignment between enterprise systems related to position data and budget.
Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in finance, accounting or directly related field and four (4) full time equivalent years of experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.
OR
An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
1. Experience in budget development, financial analysis, and reporting within a public sector or higher education environment.
2. Data management experience with enterprise systems such as Financial Management System (FMS), Human Capital Management System (HCM), or other related software.
3. Proficiency in using advanced Excel functions (e.g., pivot tables, v-lookups, and data modeling).
4. Experience with budgeting and financial software tools like the Maricopa Planning and Budgeting System (MPB).
5. Experience providing financial operations support for a $5M budget
6. Experience providing budget recommendations and executive summaries to executives with budget oversight accountability
