About the Position
The Business Systems Analyst is responsible for the identification, development, and recommendation of business processes, system changes and improvements. This position works closely with functional business areas to understand and evaluate business needs and processes and to analyze the impact of system changes and also performs key Records Management System (RMS) administration duties. The Analyst partners with software developers, systems engineers, vendors and end users to develop and implement IT solutions to address business needs.

Education
- Bachelor’s degree in Computer Science or related field.
Experience
- One (1) year of experience identifying, developing, and recommending business processes or application improvements.
OR
Combined education and experience qualifications
- Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.
Other requirements
- In order to be considered for employment with the Maricopa County Sheriff’s Office, successful candidates must not have a revoked or suspended driver’s license.
- Training that may be provided on-the-job: FEMA NIMS – IS100 and 700; Safety; Payroll; PREA.
- Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.
Our Preferred Candidate has
- Five (5) years of experience in Business System Analysis.
- Five (5) years of experience in Records Management System (RMS) Administration, Case Management Systems, or similar enterprise-level applications.
- Experience in data analysis and reporting to support business decision-making.
- Experience in facilitating workshops, meetings, and presentations to gather requirements and drive discussions between technical and non-technical teams.
- Experience with business analysis tools like Microsoft TFS (Team Foundation Server) to track work items, manage backlogs, and facilitate sprint planning, and using TFS for version control and release management.
- Experience with SQL and data reporting tools.
- Business Analysis certifications (CBAP, CCBA).

Essential Job Tasks

- Gathers and documents business requirements.
- Designs clear process flows, user stories, and functional requirements.
- Collaborates with key stakeholders to understand and document business requirements, translate them into functional and technical specifications, workflows, and system needs.
- Learns and comprehends business practices and processes to improve business related problem-solving abilities.
- Partners with software developers and system engineers to create business applications and IT enhancements that improve, simplify, and streamline business processing functions directly related to Business Applications.
- Performs software testing, quality assurance, and coordinates user acceptance testing.
- Participates in the entire life cycle of implementation and ongoing enhancement of the public safety applications.
- Designs and develops reports using third party report writing tools.
- Develops complex workflows, automations, and dashboards.
- Creates and maintains application-related documentation and user manuals.
- Works with the MCSO Training Division to assist with the development of training materials for systems as required.
- Provides assistance to end-users to resolve application and workflow related issues.
- Works closely with IT staff to resolve questions and issues related to business rules and application functionality.
- Maintains proficiency in setting up and maintaining change, release, problem and incident management.
- Verifies data accuracy throughout the project lifecycle.
- Configures the RMS system to handle new document templates, metadata fields, and workflows associated with these forms.
- Ensures that communication with users, associates, and superiors is complete, timely, and accurate.
- Serves as a change agent and advocate of new processes and tools.
- Conducts post-project reviews to identify areas of continual improvement.
- Collects and reports data as required for departmental statistics.
- Assists management in evaluating technology issues, policies, and procedures.
- Maintains presence at work site to perform tasks as scheduled and/or assigned by supervisor.
