SUMMARY: Participates in the development of policy and helps direct and coordinate human resources functions including employment, compensation, benefits, training, affirmative action/equal employment, employee relations and services in support of organization objectives. Advises management on labor and other legal issues relative to employment. Participates as a member of the senior management team in the development and implementation of organization-wide policies and programs that will contribute to its overall success. 

 

The Director of Human Resources is a member of the Marin Humane leadership team. Members of the leadership team strive to be exemplary models of the identified Marin Humane leadership competencies. They are accountable for accomplishing department goals, working collaboratively with internal and external stakeholders, and supporting the mission, goals and philosophy of Marin Humane.

 

ACCOUNTABILITY:  VP of Finance

HOURS:   Full time – 40 hrs./wk. - Exempt

SALARY:  $61.69/hr. to $68.55/hr. DOE - Exempt

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

EMPLOYEE RELATIONS, LABOR LAW AND RECORD-KEEPING 

  • Respond to inquiries regarding HR related policies, procedures and programs
  • Advise management in appropriate resolution of employee-relations issues and conflicts
  • Work directly with department managers to assist them in carrying out their responsibilities on personnel matters
  • Maintain knowledge of industry trends; stay current on recent federal, state and case law changes; and monitor labor law updates and newsletter for changes that affect Human Resources
  • Consult with legal counsel as appropriate, and/or directed by CEO on personnel matters
  • Establish and maintain department records & reports such as benefits plans participation, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations
  • Conduct stay interviews and exit interviews
  • Participates in various committees as appropriate
  • Write HR-related Standard Operating Procedures and update as needed

 

RECRUITMENT AND HIRING

  • Help assess staffing needs; create recruitment strategies per position as necessary
  • Screen resumes, coordinate and assist in interviewing candidates; provide management with hiring recommendations
  • Manage hiring process including negotiating salary offers, issuing job confirmation letters, and other internal communication
  • Manage and conduct new employee orientation and onboarding to foster positive attitude to organization’s goals

 

COMPENSATION AND PERFORMANCE MANAGEMENT

  • Participate in implementing & updating compensation programs
  • Maintain job descriptions and update as necessary
  • Administer classification programs, including classifying and reclassifying positions as necessary
  • Participate in salary surveys
  • Monitor performance evaluation program and revise as necessary

 

BENEFITS ADMINSTRATION

  • Assist in the administration of organization’s benefit programs such as Health, Dental and Life insurance, retirement savings plans, vacation, sick leave, leaves of absence, and EAP
  • Manage annual open enrollment
  • Enroll new hires in all applicable benefits and process updates as necessary

 

WORKERS’ COMPENSATION, SAFETY, SECURITY, AND CONFIDENTIALITY

  • Manage workers compensation program; submit workers compensation claims as necessary and monitor claims
  • Co-chair of Safety Committee; model and encourage safe practices and regulatory compliance throughout the organization
  • Demonstrate a commitment to a high standard of safety and compliance with safety laws and Marin Humane’s safety policies
  • Report safety violations and potential violations to supervisory or management personnel
  • Maintain assigned files and records in compliance with records retention policies and procedures
  • Handle sensitive, private, and personal information in a confidential manner
  • Participate in disaster preparedness, response, and recovery efforts at Marin Humane

 

STAFF MANAGEMENT AND TRAINING

  • Participate in the hiring of direct reports (Human Resources Assistant and Training & Compliance Coordinator)
  • Direct and guide staff in the performance of their respective responsibilities and ensure SOPs are developed and followed to meet prevailing operational standards
  • Monitor their schedules and ensure proper timekeeping or other HR related procedures are in compliance
  • Evaluate direct reports on a regular basis, hold them accountable to assignments and goals, discipline when needed
  • Monitor training needs to provide for their growth and maximize their potential for the good of the organization
  • Ensure that organizational and department policies and procedures are being followed; periodically review or revise department policies and procedures, if needed
  • Maintain a thorough knowledge of the department; perform the duties of staff as necessary
  • Coordinate management training as needed in interviewing, hiring, terminations, promotions, performance review, safety, and workplace harassment prevention training
  • Update HR knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations
  • Work closely with Volunteer Services department to involve volunteers in the department when or where appropriate

  • This position involves a regular amount of repetitive motion of hands and wrist; daily keyboarding for prolonged periods of time, including use of various electronic peripherals; regular exposure to computer terminal
  • Occasional use of hands and arms at or above shoulder level
  • The employee is occasionally required to bend, stoop, squat, or kneel
  • The employee should have no known allergies to animals that would prevent them from performing the duties as required
  • Specific vision abilities required by this job include close vision and intermediate (computer distance) vision.
