What are the responsibilities and job description for the CONTRACT SPECIALIST (CONSTRUCTION) NF4 position at Marine Corps Community Services?
This position is located at Headquarters - Quantico, VA. Candidates selected for this position will serve as a CONTRACT SPECIALIST (CONSTRUCTION) NF4.
Major Duties
Uses knowledge of Department of Defense, Department of Navy, and Marine Corps Nonappropriated Fund rules and regulations for the procurement of construction and Architect/Engineer (AE) services. Performs pre-award and post award contract functions to include solicitation development, financial analysis, negotiation and contract administration supporting the NAF Business and Support Services Division (MR), the Marine and Family Programs Division (MF) and Marine Corps Community Services (MCCS) activities. Requirements will focus on construction and AE services. May solicit, award and administer supply/service contracts.
Uses knowledge of various types of contracts, methods of contracting and selection factors to plan strategies to procure complex requirements and conduct negotiations in pre-award and post award phases of contracting. Reviews requests, analyzes requirements, and recommends revisions to statements of work or specifications. Decides on type of contract, milestones and procurement plans. Reviews justifications for single or sole source procurement actions and prepares documentation. Uses knowledge of a variety of: program objectives, technical services and commercial business practices to identify sources, analyze financial data and proposals to participate in planning, negotiation and administration.
Analyzes proposals for conformance with the solicitation. Performs financial analysis to determine price reasonableness. Coordinates technical evaluation to determine acceptability of technical proposals. Obtains pre-award surveys to establish contactor responsibility and obtains audits and pricing reports to develop negotiation strategy. Negotiates with potential contractors. Awards contracts within delegated contracting officer authority or recommends award to contracting officer. Conducts post award conferences and debriefings. Responds to protests of contract awards, contractor complaints and inquiries relating to procurement action.
Performs contract administration functions until final delivery and payments are completed and contracts are closed and retired. Performs warning and termination actions as required. May personally monitor contractor’s performance via telephone conversations, correspondence, reports and visits for status of contract performance, scheduling, problems and proposed solutions and verification of deliveries. Interprets contract provisions for contractors and MR/MF/MCCS officials. Negotiates contract modifications. Renders decisions on contractor complaints, inquiries relating to procurement actions and claims. In consultation with the supervisor develops priorities and critical deadlines. Independently coordinates and carries out work and resolves most problems that occur.
Maintains contract files pertaining to all phases of procurement from solicitation to contract award, post award administration, and final retirement of files. Composes clear, concise and effective original correspondence and memoranda. Monitors organizational participation in system wide contracts and joint contracts with sister services as required.
Uses federal procurement laws, command contracting regulations, instructions and Comptroller General decisions as reference to complete work. Interprets guidelines to determine extent of relevance. Exercises experience judgment, initiative and resourcefulness to identify aspects of regulations and laws for application, to design new provisions or innovative financial arrangements to develop justifications that include modifications that may deviate from usual practice.
Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.
Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communicates positively in a professional manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise.

Qualifications
Bachelors’ degree in contracting, acquisition planning or a related field appropriate to the work of position OR three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Experience in construction contracting strongly preferred. Knowledge of federal, state and/or local contract laws, regulations and commercial business practices and procedures applicable to the acquisition of a variety of requirements. Knowledge of various types of contracts, methods of contracting and strategies to conduct negotiations in pre-award and post award phases of contracting. Knowledge of program objectives sufficient to identify sources, analyze financial data, review contract proposal, determine contractor responsibility and administer complex contract requirements.
