Major Duties
Responsible for managing a Human Resources program which comprises a full range of major functional areas to include: (1) talent acquisition; (2) position management, (3) classification & pay; (4) employee relations; (5) employee development & training; (6) benefits administration; (7) personnel security & background checks; (8) NAF equal employment opportunity; as well as the full range of related clerical and administrative tasks associated with the management of personnel records and reports.
Serves as the senior executive in charge of MCCS Human Resources (HR) for Marine Corps Base Quantico. Responsible for planning, directing, and otherwise ensuring that all HR practices maximize the strategic use of human capital across the organization. Develops organizational HR strategies and leads initiatives that provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity, and the ongoing professional development of a superior workforce. Ensures that the quality of operational functions such as employee development, compensation management, talent acquisition, personnel policy development, labor relations and regulatory compliance remain consistent and in-sync with the strategic business initiatives of the organization.
Provides seasoned judgement to executive leadership and managerial officials in order to facilitate the planning and execution of human resource programs; the development of labor relations strategies; the implementation of HR best business practices; and adherence to regulatory/statutory operating policies and procedures. Serves as principal advisor on a continuing basis to find sound solutions to problems in support of personnel needs. Participates on various internal and external advisory boards. Provides guidance and analysis on the impact of proposed MCCS operational actions to assigned (or required) human capital. Applies business process principles and techniques as a full business partner to reengineer and improve HR processes. Provides staff advisory services concerning interpretation of policies, rules, regulations, procedures and practices. Leads management in employing change management, process concepts and techniques such as strategic planning and workforce development.
Technical personnel functions performed involve the full breadth of tasks associated with the function, e.g., classification of unique pay band positions and crafts and trades not covered by standardized position descriptions; advisory services to management in reorganizing position structures; active involvement in developing labor relations strategies and on-going consultations and negotiations with union officials; etc.
Oversees the overall training program, including the planning, implementation evaluation, and subsequent administration of the training budget. Identifies current and future training requirements in an effort to enhance employee productivity and comply with organizational business objectives. Compiles and charts statistical data to support facts outlined in reports. Maintains current information on training opportunities. Ensures training schedules are adhered to and properly promulgated.
Lead by example with an emphasis on dignity and respect, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the organization, that reflects the pride, professionalism, collaborative engagement, well-being, and customer focus of its workforce. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Develops long-range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the Deputy Assistant Chief of Staff, Business Operations and Support. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions.
Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee well-being. Must be alert to substance abuse and take appropriate action. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse. Perform other related duties as assigned.
Qualifications
Bachelor’s Degree in Human Resources, Business Administration or a related field is preferred. Must have a minimum of five years of managerial/supervisory human resources experience that provides an in-depth knowledge of laws, policies, regulations and procedures related to personnel management, which demonstrates an ability to plan, organize, and direct a comprehensive human resources program operation of large scope and involving significant responsibility. Must have in depth knowledge of overall personnel management practices and strong skills in negotiations. Must have the ability to plan, organize and implement new or improved procedures, work methods or objectives. Must have effective writing and oral presentation skills and ability to communicate with all levels. Must have experience in formulating and administering a large operating budget. Must have knowledge in the design and application of key performance indicators to monitor and adjust operational performance. Must have a working knowledge of advanced windows-based computer programs. This is a white-collar position where occasional lifting up to 20 lbs may be required.
This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain and maintain a Secret clearance. Continued employment is subject to a favorable adjudication of the security investigation.
