GENERAL STATEMENT OF DUTIES 
Performs civil engineering technician work in analysis, location, design, construction and inspection, or operation of engineering projects or survey work; performs related work as required.
 
SUPERVISION RECEIVED 
Works under the direct supervision of an engineer, project manager or lead responsibility of an engineering technician of higher grade, who makes assignments and reviews work performance.
 
SUPERVISION EXERCISED 
Supervision of other employees is not a responsibility of positions in this class; however, may be assigned lead worker responsibility, overseeing and directing the work of temporary employees.

  • Issues permits for oversize/overweight vehicles and special events taking place on county roads.

  • Coordinates with county weighmasters in the area of transportation permits and size/weight enforcement and provides support as appropriate.

  • Facilitates, tracks and issues permits for access/driveways, utility, events, and other roadway work.  

  • Communicates effectively with contractors, property owners, co-workers, and the general public.  

  • Able to organize a daily schedule to complete all the required permit issuances and inspections in a timely and efficient manner. 

  • Checks applications for compliance with land use decisions and engineering standards. 

  • Prepares work-in-right-of-way and utility permits for others in the section, issues these permits as required. 

  • Maintains and updates computer-based permit indexing systems and programs.  

  • Provides customer service to clients who visit and call Public Works for their development, land use, building permit, survey, and engineering services that need to speak to an engineering representative.  

  • Documents engineering-related complaints, researches issues raised, visits locations throughout the County, considers solutions, conveys information at counter or later by phone or email, connects them with appropriate parties, etc.

  • Performs other administrative technical engineering and survey duties as required in the support of County projects, addressing public needs, responding to emergencies, and sharing critical information.

  • Enters field-collected data and information into GIS applications, permit programs, and AutoCAD in support of County projects.

  • Field-collected data requires driving around the county to secure data. 

  • Operates a motor vehicle in the performance of duties; maintains a current Oregon Driver’s License and an acceptable driving record.

  • Reads and interprets maps and engineering drawings.

  • Prepares detailed reports and/or maps on survey projects, using computer software and plotter.

  • Uses office computer system and software (e.g., word processing, electronic mail, and spreadsheet) to assist in operations and carry out technical work.  

  • Uses and maintains complete records and documentation for engineering work conducted.   

  • Uses databases, permit programs, and other complex software in the completion of duties.

  • May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities, including carrying out field work in connection with EOC operations.  May be assigned clerical/support, incident liaison, or other duties at any location within or near the county.  Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

EXPERIENCE AND TRAINING 
  1. Two years of college coursework in civil engineering or civil engineering technology; OR
  2. Two years of varied technical experience in the field of engineering, surveying, drafting, construction, or traffic engineering operations; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

NOTE: Applicants may be required to pass a practical examination to assess certain skill levels required by a particular position.

SPECIAL REQUIREMENTS 
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.
  • Must possess, or obtain within 30 days of hire, a valid Oregon driver's license.
  • The finalist for this position may be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Incumbents responsible for inspection duties must take and pass the Oregon Department of Transportation (ODOT) Interim Qualified Inspector Certificate/General Inspection Certification and at least one of the following additional certification exams within six-months of hire: Traffic Signal Inspector, Bridge Inspector, Erosion Control Inspector, or HMAC Inspector.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Work Schedule:  Monday - Friday, 8:00 a.m. - 5:00 p.m. with flexibility depending upon the needs of the department.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of geometry, algebra and elementary trigonometry; basic engineering practices and procedures; drafting, CAD, and plan/map reading;  

Skills and ability to use of field and office engineering instruments, especially computers; making drafts, sketches or tracings of maps and plans; make accurate computations; communicate effectively, both orally and in writing; follow written and oral instructions accurately.

PHYSICAL REQUIREMENTS
Drives a motor vehicle and maintains an acceptable driving history; sees using depth perception; may work in moving traffic and judge vehicle speeds; stands; sits; moves about the work area; bends forward; stoops; climbs 1 flight of stairs; reaches overhead; lifts up to 25 lbs.; pushes, pulls and carries up to 50 lbs. for up to 10 ft.; moves carts weighing up to 100 lbs.; operates a keyboard; rapid-mental/hand/eye coordination; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors and shades; hears a normal speech level; works safely around traffic and in construction zones; exposure to all weather conditions including heat, cold, humidity, dust, and smoke; exposure to vibration and noise; traverses wet and uneven areas; works predominantly indoors, but at times will be working outdoors year round, exposed to Oregon Willamette Valley weather. Working alongside roadways, among moving traffic, dealing with potentially angry or uncooperative people, around construction equipment and crews, entering private property to contact citizens, working independently in the field. 

Salary : $24 - $32
