Position Overview :
We are seeking an experienced Vice President of Compliance and Licensing to oversee all aspects of regulatory compliance and licensing operations for our mortgage origination and servicing business. This role demands a deep understanding of the mortgage industry's regulatory landscape and extensive experience with licensing requirements across multiple jurisdictions. The ideal candidate will serve as the primary authority on compliance matters, ensuring our organization maintains all necessary licenses while adhering to federal and state regulatory requirements, as well as Fannie Mae and Freddie Mac guidelines.

Established in 2019, Marlin Mortgage Capital, LLC and its affiliated entities (together referred to as "Marlin"), specializes in investing in and managing Mortgage Servicing Rights (MSRs). Marlin is a residential mortgage servicer, originator, owner of affiliated businesses in insurance, technology, and SEC registered investment advisory services. The company offers a platform that enables institutional investors to engage in the MSR market while minimizing operational liabilities and ensuring compliance with regulatory standards. Marlin maintains offices in Florida, New Jersey, and South Carolina, and plans to open an office in Charlotte, North Carolina in 2025.
Key Responsibilities :
Licensing Management : Oversee all aspects of company, branch, and individual licensing through the NMLS platform, ensuring timely renewals and maintenance of existing licenses while securing new licenses as needed for business expansion. Maintain detailed records of all licensing activities and deadlines across multiple jurisdictions.
Regulatory Compliance : Monitor and interpret federal and state regulatory requirements affecting mortgage origination and servicing operations. Develop and implement compliance policies and procedures to ensure adherence to all applicable regulations, including CFPB guidelines and state-specific requirements.
Agency Guidelines : Maintain comprehensive knowledge of Fannie Mae and Freddie Mac guidelines, ensuring company operations align with GSE requirements. Stay current with changes to Fannie Mae and Freddie Mac guidelines and implement necessary operational adjustments.
Examination Management : Lead the company's response to state examinations through the State Examination System Portal, coordinating with internal teams to gather required documentation and respond to regulatory inquiries. Develop and maintain relationships with state regulators and Fannie Mae and Freddie Mac representatives.
Risk Assessment : Conduct regular risk assessments of company operations, identifying potential compliance gaps and developing mitigation strategies. Prepare comprehensive reports for senior management on compliance matters and regulatory changes.
Qualifications :
- Minimum of 3 years of experience in compliance and licensing within the mortgage industry, with demonstrated expertise in NMLS licensing management
- Extensive knowledge of federal and state mortgage regulations, including CFPB requirements and state-specific licensing requirements
- Proven experience managing state examinations through the State Examination System Portal
- Comprehensive understanding of Fannie Mae and Freddie Mac guidelines and requirements
- Strong leadership abilities with experience managing compliance and licensing teams
- Excellent analytical and problem-solving skills, with the ability to interpret complex regulatory requirements
- Superior written and verbal communication skills, with the ability to effectively communicate compliance requirements to various stakeholders
- Bachelor's degree required; advanced degree or relevant industry certifications preferred
Benefits :
The expected salary range for this position is between : $90,000 - $130,000
This range may vary in other geographies based on market differences. The actual compensation will be determined based on experience and other factors permitted by law.
