POSITION SUMMARY (25 Hrs a week and Includes an Apartment)

The Property Manager provides supervision and direction for the overall operation of the Property Manager is expected to take a hands-on approach in budgeting, talent acquisition, and supervision of all subordinate staff. This will includeenforcement of policies, procedures, and compliance with all section 42 LIHTC codes and programs set forth by MARS Investments. The overall goal is to assure that all staffing needs are met, that all properties are well managed, fully occupied, andwell maintained. The Property Manager will place maximum emphasis on a positive response to the concerns and needs of staffand residents, environmental health and safety, and quality programs, in coordination and conjunction with MARS Investments’goals and objectives.

ESSENTIAL FUNCTIONS
Essential Functions Statements

  • Aggressively manage Affordable Housing portfolio
  • Work directly with Operations Manager and on-site teams to maintain and improve the value of the assets
  • Build strong on-site management teams through coaching and motivation
  • Maximize the financial returns of properties and personnel and increase economic occupancy to a minimum of 95% andphysical occupancy of 98%.
  • In collaboration with the District and Regional Managers, create innovative marketing plans to reach the targetmarket and develop strategies to improve performance at the property level
  • Market vacant space to prospective residents through leasing agents, advertising, or other methods.
  • Designs, implements and maintains resident retention programs including newsletters, recognition and social activities.
  • Assists District and Regional Managers, in the preparation of the annual budget and makes recommendationsregarding the operating plans and capital improvement projects for property.
  • Monitors budget compliance and operating plans throughout the year. Works within the established budget and notifies theDistrict/Regional Manager of any possible variations.
  • Performs duties normally associated with a supervisory position, such as hiring, training, coaching, performancemanagement, disciplinary counseling and termination of subordinates.
  • Maintains an open-door policy to address employee issues and concerns.
  • Collaborates with corporate departments in the implementation and monitoring of programs and processes. These includelegal and audit compliance, regulatory agency compliance and risk management, safety, marketing initiatives, training,pricing, procurement, preventive maintenance, contract services and ancillary services.
  • Stays abreast of all changes and requirements of Section 42 LIHTC program
  • Oversees preparation of lease or rental agreements for lessees. Directly responsible for the collection and timelydeposit of specified rents.
  • Determine and certify the eligibility of prospective residents, following program regulations.
  • Reviews delinquent accounts, daily and takes required collection action; transmits all collected funds immediately.
  • Handle all details for move-ins and move-outs, giving special attention to apartment move in inspections andapartment move out inspections, carpet cleaning.
  • Handle all unit turns within MARS Investments Pacific’s policy of five days.
  • Review rents to ensure that they are in line with rental markets and conduct market studies as needed to recognizechanging trends and opportunities.
  • Maintain records of rental or usage activity, special permits issued, maintenance and operating costs, or propertyavailability.
  • Develops and maintains Resident relations through the courtesy of on-site personnel, promptness of maintenance calls,and completion of newsletters and knowledge of community policies.
  • Be knowledgeable in Fair Housing laws and obtain a Fair Housing Certification annually.
  • Investigate complaints, disturbances and violations and resolve problems following management rules and regulations.
  • Act as liaisons between residents and MARS Investments
  • Reports on status of properties such as occupancy rates and dates of expiration of leases
  • Process re-certifications timely. No late recertifications.
  • Maintains accurate vacancy report status and submits reports.
  • Assists with eviction of residents in compliance with court order and directions from MARS Investments and/orMARS Investments’ Legal advisor.
  • Ensures a smooth transition during management of property dispositions or acquisitions as well as new constructionplanning and lease ups within assigned properties.
  • Adhere to all appropriate MARS Investments Pacific’s accounting policies, including, but not limited to, use of accountnumbers, daily income requirements, expense requirements, accounts payable system, move outs and other monthlyitems and special accounting items including the timely tracking and reconciliation of petty cash card.
  • Contracts for provision of property services such as cleaning, maintenance, and security services if needed.
  • Reviews and supervises all contractual services and solicits new bids as needed.
  • Arranges for alterations to, or maintenance, upkeep, or reconditioning of property as needed
  • Ensure that all maintenance requests are handled on timely basis, if possible, and that all residents are notified if theremust be a delay. Any maintenance issue deemed an emergency must be handled within 24 hours.
  • Purchase building and maintenance supplies, equipment, or furniture as approved by MARS Investments.
  • Ensure that property is well maintained. Inspect grounds, facilities, and equipment routinely to determine necessity ofrepairs or maintenance. Record deficiencies and take the necessary action, within budgetary allocations.
  • Ensure that residents are provided with a clean, safe, quiet and well-maintained community.
  • Maintain required office hours and be on call for any emergencies on a 24-hour basis
  • Submit accurate timesheets for self and supporting staff to Payroll in a timely manner.
  • Report accident and emergency situations to the District Manager and Corporate Office immediately andprepare the proper reports.
  • Participate in continuing education and training programs as directed by MARS Investments. The Business Manager isresponsible for on-the-job training activities for subordinates. They will assure proper training programs are beingimplemented, and to assess the progress of the individuals(s) involved in the programs.
  • Maintain strict confidentiality in residential and MARS Investments Pacific information and report any breach of integritywhich occurs at property.
  • Responds to changes in organization and property by assuming additional responsibilities as assigned.

POSITION QUALIFICATIONS
Competency Statements

  • Section 42 Compliance - Knowledge of Section 42 (m)(i)(B)(iii) of the Internal Revenue Code housing credit program.Must be proficient in the creation and maintenance of MARS Investments’ Housing Tax Credit Allocation Plan and thecreation of a procedure to monitor all tax credit projects for compliance with the requirements of Section 42, the HousingTax Credit Program (HTC).

Job Type: Part-time

Pay: $20.00 - $30.00 per hour
