Nature of Work

This is very responsible legal and administrative work assisting Youth Services Office staff who deal with juveniles and their families assigned to or seeking the services of the Marshall County Juvenile Court System. Additional responsibilities include processing and docketing petitions, contacting defendants and/or petitioners to obtain information, assisting probation officers and other service providers and performing various administrative support activities. The incumbent works closely with the Juvenile Court Judge(s) and other departmental staff to provide information and insure the proper documentation of files, processing of orders, etc. for juveniles under the office’s purview. Activities associated with the job require experience dealing with troubled youth and their families, experience working with local and regional social service agencies, considerable experience working in the juvenile court system, dedicated attention to detail and significant organizational, interpersonal, and decision-making skills. Work is evaluated by the Director of Youth Services through review of the accuracy and thoroughness of completed administrative assignments, knowledge of juvenile court proceedings along with resources available in the community to assist troubled youth, ability to respond effectively to heavy workloads and unexpected situations, and organizational and interpersonal skills.

Primary Responsibilities

· Provide support to walk-in individuals/families with crisis situations by assessing the situation and determining available courses of action and resources.

· Consult with school personnel, social service agencies, mental health organizations, law enforcement personnel and local officials for children in county schools that may be in crisis and/or experiencing difficulties at home or at school by gathering information and coordinating referrals to the appropriate social service agency.

· Obtains police reports and relevant school reports include attendance, grades, and discipline for each child on the court’s docket.

· Oversee cases which have remained open for the purpose of tracking case disposition to make a determination of compliance or noncompliance that results in whether a case can be closed, reopened, or is still pending.

· Schedule and maintain juvenile dockets including cases for delinquent and unruly offenses, dependency and neglect, custody matters, and judicial reviews upon judges’ orders or a court officer’s request.

· Enter and routinely update client personal information and requirements in the Quest case management system regarding delinquent, unruly, dependency/neglect, custody, and probation matters.

· Enter traffic citations into the Quest database including all personal information and monitor cases awaiting completion of traffic school requirements.

· Manage public service work that has been assigned to both juveniles and parents and verify all completed hours worked.

· Scan and upload to Quest case management system all course completion certificates for juveniles subject to specific course completion requirements under a current court order.

· Contact defendants and or petitioners to obtain information regarding living arrangements, legal guardians, mailing addresses, and school enrollment/educational information to aid in proper Quest case management and for use in statistical reports.

· Generate and email the required monthly statistical report to the Administrative Office of the Courts.

· Assist with answering the phone and/or responding to individuals coming into the Marshall County Youth Services Office for assistance, information, etc.

· Order office supplies and assist with maintaining office equipment.

Secondary Responsibilities

· As required assist and advise the Assistant Director, and Director of Youth Services on policies and procedures affecting the compliance and efficiency related to the casework itself and internal office matters.

· Attend workshops and seminars to meet TCCY guidelines for required annual training.

· Upon direction, perform other unanticipated duties as a situation may dictate.

Necessary Requirements of Work

Graduation from an accredited four year high school supplemented with additional training in criminal justice, office management or related field; experience working with troubled youth and adolescents; knowledge of the laws pertaining to juveniles regarding criminal offenses, custody and state supervision; strong organizational, interpersonal and decision making skills; experience working with juvenile court systems and school systems; or any equivalent combination of education or experience to provide the following knowledge, abilities, and skills:

· Considerable knowledge of state and federal laws pertaining to juveniles regarding criminal offenses, custody, confidentiality, emancipation, probation, and incarceration.

· Considerable knowledge of treatment options available in the community to address mental health needs, chemical dependency issues and family dynamics.

· Considerable knowledge of school systems regulations, policies and procedures pertaining to suspension, behavior, and discipline.

· Considerable knowledge of established office management practices and procedures governing the Marshall County Juvenile Court Services.

· Considerable knowledge of the Tennessee Department of Safety regulations pertaining to the suspension, revocation, and reinstatement of driving privileges.

· Considerable knowledge of Tennessee and Marshall County Juvenile Court Rules of Procedures including established practices and protocols, and all required legal documents, petitions, correspondence, etc. required for completion of case files.

· Considerable knowledge of applicable court costs, fines, litigation tax, and rules governing the collection of restitution for the State of Tennessee and Marshall County.

· Knowledge of mediation and crisis management techniques utilized for dysfunctional families and deviant behavior among children.

· Knowledge of drug testing procedures and protocols.

· Ability to interact successfully with local officials, law enforcement personnel, social service providers, clients, coworkers and the public.

· Ability to assist with the preparation and maintenance of confidential records and reports of juveniles assigned to the Marshall County Juvenile Court Services.

· Ability to prioritize job related activities to meet workload demands and established deadlines.

· Ability to utilize proprietary, word processing, spreadsheet, and database management software applications.

· Skill in the use of office machinery including copiers, FAX machines, printers, computer terminals, Dictaphones, and keyboards (approximately 50 WPM).

Necessary Special Requirements

· Possession of a valid Tennessee Driver’s License and the ability to obtain vehicle insurance at standard rates.

· Must pass a criminal background check prior to employment.

Physical Requirements

· This is medium work requiring the exertion of 50 pounds of force occasionally and up to 10 pounds of force to move objects.

· Work requires balancing, stooping, crouching, standing, walking, pushing, pulling, and lifting.

· Hand and finger dexterity is required for grasping, feeling, etc.

· Vocal communication is required for conveying detailed or important instructions to others accurately, loudly, or quickly.

· Hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound.

· Visual acuity is required for night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

· Incumbents are subject to inside environmental conditions.

Pay: From $19.41 per hour
