Overview
Marshalltown Water Works (MWW) is accepting applications for the position of Billing/Customer Service Clerk. Under the supervision of the Customer Service Manager, this position bills customers, balances customer accounts, prepares monthly reports, and provides quality service to the customer.
ESSENTIAL FUNCTIONS:
· Responds to customer needs in person, by telephone, and written correspondence using computer and files.
· Performs customer service duties for walk-in customers including but not limited to: taking payments, completing service contracts, writing service orders, and making appointments.
· Prepares and sends bills to customers according to MWW Rules and Regulations; employs practices to ensure accuracy.
· Follows MWW procedures and policies regarding collections of customer accounts.
· Prepares and sends bills for A/R accounts; including but not limited to water sales, hydrant meters, city bills, tapping fees, and connection fees.
· Responds to questions and complaints from customers regarding billing.
· Creates bank files for ACH customers’ bank drafts and provides necessary information to finance department for processing in a timely manner.
· Completes work orders in the billing software daily, notating accounts as needed and identifying any additional work needed.
· Creates new accounts in the billing software.
· Prepares meter reading schedule within MWW policy.
· With management approval, makes necessary account adjustments and reissue bills when necessary.
· Coordinates with the City of Marshalltown as needed for billing of City services.
· Takes turns answering the phone, ensuring that the phone is answered in a timely and professional manner, assisting customers as needed or routing the call to the appropriate personnel.
· Applies payments to customer accounts that are received electronically, through the mail or through MWW drop box options; ensures payments are applied correctly.
· Totals and reconciles balances of payment checks and stubs on both 10-key adding machine and computer.
· Creates tapping permits when directed.
· Assists Customer Service Manager to implement rate increases while maintaining accuracy in billing records.
· Maintains service records including but not limited to tapping permits, service orders, and service cards.
· Prepares, interprets, and maintains written and on-line computer reports, records, and customer files.
· Utilizes office equipment such as copier, printers and computers to complete daily functions.
· Serves as a back-up for the Clerk/Customer Service in their absence.
· Works with other staff to ensure customers’ needs are met in a timely and professional manner, alerting management if escalation is needed.
· Works with managers as needed to complete assigned projects.
· Demonstrates a positive attitude and actively contributes to a collaborative team environment, fostering open communication and mutual support to achieve shared goals.
· Performs other duties as assigned.
ESSENTIAL REQUIREMENTS:
· Two years of experience or education in customer service and accounting.
· Experience in customer collection and billing preferred.
· Must be an organized, self-motivated person with good judgment and effective communication skills both in person and on the telephone.
· Must be able to demonstrate effective problem-solving, mathematical and critical thinking skills.
· Ability to multitask and prioritize tasks to ensure timely completion.
· Efficient skill in the operation of a computer, 10-key adding machine, and radio system.
· Proficient in Microsoft Office, including Word, Excel, and Access.
· Ability to type 40 words per minute.
· Familiarity with Marshalltown city streets preferred.
· Must be able to work independently as well as a part of a team.
· Maintain a positive and effective relationship with both external and internal customers.
· Possession of a valid Iowa driver’s license with a good driving record.
· 96% minimum attendance.
ESSENTIAL PHYSICAL DEMANDS:
· Ability to effectively access, interpret, manage and utilize stored records.
· Ability to operate multi-line telephone.
· Ability to remain seated for long periods of time.
· Ability to handle up to 40 pounds.
· Ability to climb up and down stairs as needed.
· Frequently uses repetitive hand and finger movement.
ENVIRONMENTAL CONDITIONS:
· Normally inside building in an office setting.
· Frequent exposure to office machine noise.
· Infrequent exposure to construction machine noise.
Job Type: Full-time
Pay: $22.34 - $28.30 per hour
