Education And Experience
Bachelor's degree in Business Administration, Communications, Industrial Management, or related field is required. Six years of progressively responsible experience in rail operations or as a Rail Controller, four of which should be in a supervisory capacity is required. Direct experience required in dealing with union representatives, track allocations procedures, coordination during special events and emergency situations, and developing operation plans. Must have knowledge of management of operational and administrative programs of considerable scope. Must be able to work under extreme pressure given tight deadlines and adverse working conditions. Must have creative problem-solving skills to ensure proper equipment operations, maintenance and modification. Directly related work experience may be substituted on a year-for-year basis in lieu of educational requirement.
INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.
Rail Operations (Summary)
Manages the overall work goals of the Rail Line Supervisors and the implementation of policies and procedures for the Office of Rail Transportation. Assists in monitoring the performance of Rail Line Supervisors to ensure safe and efficient rail service to the riding public. Coordinates the efforts of all staff and ensures that an adequate number of qualified Rail Line Supervisors, Rail Dispatchers, Rail Operators, and other supporting staff are available for scheduled and unscheduled service to ensure safe and on-time service. Acts as liaison with the Rail Car Maintenance Superintendents to ensure that a reliable line fleet is provided for service. Visits vendor sites to inspect rolling stock and equipment and to recommend changes, if required. Develops appropriate documentation and reporting mechanisms necessary to measure performance in adhering to established goals and objectives. Employee is required to respond and assume command during emergencies or major incidents on a twenty-four (24) hour basis. Performs work that affects business operations to a substantial degree.
Supervisory Responsibilities
Oversees and evaluates the activities and monitors the performance of the Station Services’ Rail Line Supervisors, Line Supervisor of Station Services, Dispatchers, Rail Operators, Station Agents, and Modified Duty Program Employees assigned to Rail Transportation.
Special Requirements
On a 24-hour basis, will be required to respond and assume command during emergencies or major incidents.
