This position involves professional technical work related to the County's real property activities, including property acquisition, right-of-way management, lease management, easements, development review, and sale of surplus properties.  The role provides assistance associated with the acquisition of real property and property rights, conducts research, and interprets deeds, easements, leases, title records and other property related documents.  Employee works under general supervision of the Real Property Manager, and work is reviewed through performance measures, work production, effectiveness, and periodic oral and written evaluations.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Performs complex research and investigations on properties considered for easements, purchase, and sales of real property, including administrative needs and cost analysis with approvals from the Board of County Commissioners.


Prepares, receives and records approved documents.   Provides recommendations to other County Departments or private developers to ensure accuracy and completeness prior to recording.


Performs due diligence analysis, ownership research, title work procurement, analysis of appraisals, environmental reports, surveys, contract preparation,  closing coordination, and provides eminent domain assistance as necessary.  


Assist in coordinating right-of-way abandonment processing.


Responds to public and other department inquiries and manages information within the RFS (Request for Services) system as needed.


Provides road asset ownership and status reports, along with conducting related research.


Maintains records for right-of-way, easement, and county owned land inventory.


Prepares graphic exhibits and coordinates disposal of real property through the surplus process, monitoring the status of each step to ensure timely completion.


Develops, updates, and maintains the county-owned land inventory, ensuring documents are accurate, complete, well-researched, defensible, and in compliance with Florida Statutes.  


Reads and interprets narrative appraisals, title searches, engineering plans, zoning maps, tax maps, aerial maps, and construction plans. 


Attend Development Review meeting, as necessary, providing documentation and direction on and real property development needs. 


Electronically inspects county-owned real property and coordinates with outside contractors for project management. 


Reviews, interprets, and applies information from various sources, including engineering plans, surveys, and property records.


Collaborates as part of a team on complex projects.


Performs work related duties as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of real estate principles, legal documents, recordings, and procedures for conveyance of real property and interests in real property.


Knowledge of county policies related to easements, acquisitions, leases, and surplus sale of real property.


Understanding of applicable federal, state, and local laws, regulations, and policies related to eminent domain, easements, rights of entry, real estate title and other technical, legal, and financial activities.


Proficient in the use of Geographic Information Systems (GIS) for creating maps and any documents needed for projects.


Ability to comprehend engineering drawings, legal descriptions, surveys, maps, and construction plans.


Ability to assist with Development Review meetings, take notes, and manage requests and activities.


Ability to research public records for ownership and encumbrances utilizing both electronic and analog resources.


Ability to communicate effectively, both orally and in writing, and coordinate and obtain cooperation from other departments, members of the public, and contractual service providers.


Ability to effectively prepare documents, reports, record keeping, and other administrative tasks utilizing standard office software applications.


Ability to establish and maintain effective working relationships with other employees, public officials, property owners, and the general public.


Proficiency in data entry and the use of data base management, word processing and spreadsheet software.   


Ability to maintain consistent and punctual attendance.

Must possess an Associate’s Degree in Business Administration, Marketing with Real Estate concentration, or related fields, along with three (3) years or more of proven experience in real estate acquisition, right of way management, leasing, or property related discipline.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

Must possess a valid Florida Driver’s License
