This position assists in advanced technical, analytical work with responsibilities for planning, design, implementation, and assisting in the water and wastewater treatment data acquisition, process control and telemetry infrastructure. Position reports to and work is performed under the general supervision of the SCADA Administrator.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Assist in supervising and monitoring day-to-day operations of the installation and maintenance of all aspects of the Utility’s Supervisory Control and Data Acquisition (SCADA) systems.


Assist in the development, maintenance and troubleshooting of SCADA related software, hardware, and networks. Originate and modify HMI screens, databases, historian collectors and databases. Originate and modify Programmable Controller programs and databases. Assists in developing, implementing and maintaining Cybersecurity operations for the SCADA system.


Confer with supervisor and subordinates addressing concerns as needed; write recommendations for management review.


Monitor subcontractors pertaining to the SCADA system.


Respond to emergency calls relating to system malfunctions, performs diagnosis of the problem and resolve the problem or assign appropriate support staff.


Participate in disaster recovery planning to ensure timely recovery from all levels of process control and telemetry system outages.


Performs work related to this job description as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of telemetry and process control systems concepts and utilization methods.


Knowledge of SCADA related software including GE iFix, GE Historian, VTSCADA, XLReporter, Win-911, Rockwell software for Allen Bradley controllers and HMIs, and Motorola STS. 


Knowledge of Allen Bradley programmable controllers, licensed frequency and cellular based telemetry systems, computer hardware and peripheral devices.


Knowledge of processes, procedures and techniques used to develop, modify and enhance complex PLC programs and HMI Software. 


Knowledge of computer and industrial control networks including Ethernet, DeviceNet, Profinet and similar. Experience installing and configuring switches, routers, VPN devices and related hardware. Ability to troubleshoot and modify networks and their devices.  


Knowledge of Windows Server, Windows desktop and Linux operating systems and Active Directory implementation, maintenance and modification.


Ability to plan, document, install and effectively implement complex system configurations across various computing platforms. 


Ability to adapt approved engineering methods and standards to the design and construction of process control systems. 


Ability to read and understand blueprints, schematics and diagrams and engineering specifications.


Ability to originate and modify prints, schematics and diagrams using AutoCAD software by Auto Desk. 


Ability to exercise independent judgment in accomplishment of work tasks.


Ability to express oneself clearly and concisely, utilizing both written and oral communications.

Establish and maintain effective working relationships at all levels of the organization structure.


Ability to lift articles weighing up to fifty pounds.

Must possess an Associate's Degree from an accredited university or college in Computer Science, Systems Engineering or a closely related field and five (5) years' experience, including in utilizing process control for automation of the water/wastewater treatment process.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.


CERTIFICATES, LICENSES, REGISTRATIONS: 

Must possess a valid Florida Driver’s License


Possession of Microsoft Certified Windows Server Administrator Associate or equivalent certification preferred.


Possession of CompTIA A , Net , Security , and ISA Certified Control System Technician certification or equivalent certifications preferred.

Constant hearing, seeing.

Work is performed primarily indoors.


Involves frequent interaction with people.


May require attendance at night meetings and/or outdoor meetings.

Frequently inside, outside, hot, humid, dry, wet, odor exposure (gases/fumes), noisy, exposed to chemicals, working with insects, working with irregular surfaces. 


Very frequent work with adequate lighting and ventilation, mechanical hazards, moving objects/machinery, electrical hazards.
