The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work:  The Environmental Technician II is responsible for environmental compliance, inspection, coordination, response, and support tasks for a designated maintenance facility. The individual will monitor, inspect, record, implement, and follow policies and procedures pertaining to the environmental impact of the Baltimore Harbor Tunnel. This position aims to adhere to all local, state, federal, and Environmental Protection Agency (EPA) laws, standards, and guidelines to minimize disturbances to the environment. Work may be performed independently or as a crew.

 

Duties of this position include, but are not limited to, the following:

 

  • Assists in winter storm activities and snow removal using dump trucks equipped with chemical spreaders and plows, large and small snow blowers, walk behind and tractor-equipped plows, manually shoveling snow/ice from sidewalks, etc.;  
  • Inspects and cleans fuel tanks and islands;
  • Oversees the recycling of paper, cardboard, batteries, scrap tires, and scrap metal;
  • Cleans drains, handles litter removal, and manages the inspection of the salt brine tanks; 
  • Maintains bulk storage bin inspections and management for sand, gravel, and dirt;
  • Properly handles universal waste such as oil, antifreeze, and used absorbent; 
  • Oversees the accuracy of safety data sheets and the input of new products;
  • Performs Oil/Water Separator (OWS) inspections to prevent stormwater pollution;
  • Safely disposes of hazardous waste, sweeper dirt, and other pollutants; and
  • Conducts regular safety and sanitation inspections of fire extinguishers, eye wash stations, and first aid kits. 

 

Employees in this position will report directly to the Chief Facility Maintenance Officer. Employees are exposed to varying weather conditions while performing inspection work and are required to stand and walk for prolonged periods, work near traffic, and lift or carry objects weighing more than 50 pounds. Employees may be required to work underground or in other confined spaces on some assignments. 

 

The current vacancy is located in Baltimore, MD. This recruitment may be used to fill future vacancies throughout the Maryland Transportation Authority (MDTA).

MINIMUM QUALIFICATIONS:  

Education:  Graduation from a standard high school or possession of a high school equivalency certificate.  

Experience:  One year of experience performing environmental inspection, coordination and support work in an industrial or maintenance operations setting.

Candidates may substitute equivalent U.S. Armed Forces military service experience for civilian experience cited above.

1.  Employees in the Environmental Technician I and II classifications are assigned duties which require the operation of motor vehicles. Employees must possess a Class C motor vehicle operator’s license valid in the State of Maryland.  During the probationary period, the employee will be required to obtain and maintain a Class A or B Commercial Driver’s License (CDL) valid in the State of Maryland, depending on the type of equipment operated. The Class A or B CDL must be maintained for continued employment. This includes obtaining and maintaining a valid US DOT Medical Card (or MVA-issued waiver).  Note: Employees must meet all Department of Budget and Management policies required for operation of State-owned vehicles to continue employment. 
2.  Candidates and promotional employees hired into the Environmental Technician I, II and III levels must satisfy the employing transportation business unit’s (TBU) training and certification program requirements during the probationary period.

3.  Employees in the Environmental Technician I and II classifications must satisfy the employing TBU’s training and certification program requirements to be eligible for advancement to higher levels.
4.  Employees seeking transfer to another TBU must satisfy that TBU’s training and certification program requirements.

Special Requirements: 

1.  Employees are subject to call-in 24 hours a day and will be required to provide the employing agency with a reliable communication link where they can be reached.

2.  Employees in this classification are subject to substance abuse testing in accordance with Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.

3.  Employees in these classifications are considered “Essential Employees” and may be required to sign and agree to all policies and procedures relating to “Essential Employee” status.

4.  Employees in this safety-sensitive classification may be subject to random and/or post-accident drug/alcohol testing in accordance with State regulations on testing for illegal use of drugs and/or prohibited use of alcohol.

5.  Candidates will be subject to pre-employment drug testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.
