The State Highway Administration's (SHA) District 5 (Anne Arundel County) is currently recruiting for a HR Specialist (Administrative Officer I ) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. T his is a contractual position, which offers some state paid benefits.
Nature of Work :
This position provides administrative and professional assistance to the Assistant Administrative Section Chief, Administrative Section Chief, Administrative Assistant, and other team members in the District 5 Administrative section. This position is responsible for applying a variety of personnel policies and procedures to accomplish their daily work and managing the employee record and filing systems. This position will also assist hiring managers with preparing selection plans for district and shop vacancies, obtain required signatures from the District Engineer and Equal Opportunity Officer and forward selection plans to the Recruitment and Examination Division for approval.
This position will also work with panels on setting interview dates and interview times, assist with open enrollment, and serve as the timekeeper for the district office and serve as the backup for shop timekeeping duties.

Qualifications
Education : Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience : One (1) year experience in administrative or professional work.
Selective Qualification :
One (1) year of the required experience must have involved experience applying personnel policies and procedures in one or more of the following areas : recruitment practices, retirement and health benefits, payroll and / or timekeeping.
- This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Notes :
1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for year basis for the required experience.
