The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time National Recreational and Parks Association Gold Medal Award Winner.   • Examples of Important Duties

    The Montgomery County Department of Parks is seeking a skilled Engineering Project Manager III assumes a lead role in the design and management of the department's largest, most technically complex, and politically significant capital projects and work programs. Projects assigned encompass extensive internal and external coordination with specialists across varied disciplines, as well as public input and involvement. Technical complexities include cost effectiveness trade-offs between design, maintainability, sustainability, safety, and other considerations that demand careful assessment, analysis and an adept balance of decision-making factors. The role shall have a level of coaching for engineering staff to uphold identified standards for civil engineering aspects of the department's projects. The role is tailored for a seasoned design and construction project manager with Professional Engineer registration.

  • Design and manage park projects in a multi-disciplinary team setting. This includes developing project scopes, coordinating and implementing public outreach, creating concept designs, preparing construction documents and bid packages, obtaining required permits and approvals, supporting construction oversight, and communicating progress effectively to various levels of the organization.
  • Facilitating meetings of internal and external stakeholders to introduce a project and incorporate comments throughout the design, permitting, and construction process. This includes soliciting input from internal Parks stakeholders, partnering agencies, private citizens, and community organizations.
  • Collaborate with planning, design, construction, and operational professionals to identify, prioritize, design, and construct park improvements. Park improvements include parking lots, walkways, courts, trails, pedestrian / trail bridges, structures, ballfields, site utilities, storm water management facilities, drainage improvements, playgrounds, park recreational amenities, infrastructure, environmental enhancements, and other general civil improvements.
  • Having and maintaining a working knowledge of principal aspects and regulatory requirements of engineering and park design, such as, but not limited to, environmental, geo-technical, civil, and structural engineering, architecture, landscape architecture and construction management.
  • Develop program priorities and budgets accounting for safety, equity, cost, need, location, and input from competing internal and external stakeholders for various park programs in standardized methodology.
  • Serve as the lead technical reviewer and coordinator for large political sensitive projects that are to be constructed on parkland by outside entities. This entails leading and managing coordination efforts to provide a detailed review of plans to anticipate both intended and unintended consequences of the proposed work, negotiating betterments, and integrating feedback from the internal multi-divisional review team on behalf of Parks.
  • Preferred Qualifications :

  • Proficiency with use of technology : Databases, Microsoft Office Suite, AutoCAD, GIS ESRI software, etc.
  • Experience with preparation of Requests for Proposals (RFP), Invitations for Bids (IFB).
  • Experience with the regulatory requirements, construction practices, and inspection protocols for Public Sector Projects.
  • Knowledge of Montgomery County, State of Maryland, and federal government regulatory permitting associated with site development projects;
  • Ability to lead a project team with various backgrounds through the design and permitting process.
  • Experience with projects from initial planning stages through construction and transfer to operations.
  • Experience working in the public sector, particularly on projects involving multiple public agencies and regulatory compliance.
  • Continued efforts toward Professional Development and enhancement, including advanced degrees, certifications, and participation in professional organizations.
  • Minimum Qualifications

  • A Bachelor's Degree in Architecture, Landscape Architecture, Engineering or in any related field.
  • Six years of progressively responsible designer and / or construction manager experience that includes substantive work in the range of duties and responsibilities in this class specification.
  • An equivalent combination of education and experience may be substituted, which together total 10 years.
  • Valid Registered Professional License issued by any state within the United States consistent with one's field of professional-technical expertise (Architecture, Landscape Architecture or Engineering) and the position of assignment is required for eligibility. A valid Registered Professional License issued by the State of Maryland consistent with one's field of professional-technical expertise is required within six months of appointment to a position in this class.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.

    Eligibility

    You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.
