Job Title: Executive Director of Finance & Operations

 

Reports to: Superintendent

 

Work Schedule: 8.0 hours per day - 260 days per year

Job Summary:

 

This position is responsible for administering the financial and business affairs of the district including the coordination of accounting and budgeting, custodial, food service, maintenance, payroll, purchasing, transportation, and warehouse operations; interpreting and implementing state directives; assisting in long-term planning; and actively participate in a process to continually improve the operations of the department.

 

Minimum Qualifications:

  • Bachelor’s degree in Accounting or Business Administration,  five years of increasingly responsible experience in business and finance, including experience in K-12 school finance or equivalent combination of education, experience and training
  • Valid Certified Public Accountant certificate
  • Washington State driver’s license or evidence of mobility
  • Experience working with and/or training, with cultural, ethnic, and language diversity preferred
  • Successful Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance
  • I-9 Employment Eligibility in compliance with the Immigrations Reform and Control Act
  • Completion of all district-required trainings within thirty (30) calendar days from hire date

Essential Job Functions: 

 

This list of essential job functions is not exhaustive and may be supplemented as necessary.  Depending upon individual assignment, the employee may perform all or a combination of several of the following duties:

  • Direct, review, analyze, and interpret a variety of financial management information
  • Make recommendations in matters of fiscal impact such as budget, revenues, expenditures, enrollment projections, and collective bargaining
  • Analyze legislative and economic events
  • Work closely with Human Resources to ensure controlled staffing levels are maintained
  • Advise and assist other district administrators and staff in understanding, planning, and monitoring their respective budget areas
  • Provide a variety of strategies on financial matters including but not limited to financing of major expenditures, bond sales, and spending priorities
  • Management of district’s investment and real estate portfolios and ensure adherence to ethical standards in financial transactions and reporting
  • Work with bond underwriter to bring district’s bond to market including presentations to rating agencies, tax rate planning, and bond sale strategies
  • Supervision of budget, finance, and accounting to ensure positive financial accountability
  • Assume responsibility for budget development and long-range financial planning
  • Plan, organize, coordinate and direct all operations of the department including accounting, payroll, purchasing, food service, transportation, and warehouse operations Evaluates departmental operations and initiates changes as necessary
  • Prepares or supervises preparation of operational policies and procedures
  • Manage district grants and insurance programs
  • Supervise the development of monthly and annual financial reports as required
  • Consult with superintendent and other personnel on questions relating to district’s business affairs
  • Supervise, train, direct, and evaluate work of accounting and payroll employees
  • Act as a liaison between staff, school board, and community
  • Supervise operational staff at the department level
  • Value staff, student, parent and community input in creating a positive, respectful and welcoming department
  • Manage resources to meet legal requirements
  • Professionally interact with students, staff, and public
  • Comply with all district policies and procedures
  • Comply with the Code of Professional Conduct
  • Perform related duties as assigned

 

Work Environment:  

 

The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job.  The employee will have flexible hours and some evening meetings are required.  Leadership initiative will structure job hours and environment.  Work environment will include a wide variety of school, management, and community settings.  Meetings will be held with many diverse constituency groups including staff, students, parents, and community members networking in the region.  Environments requiring sensitivity, expertise in investigations, and skills in conflict resolution will likely occur. The employee is exposed to infectious diseases carried by children.  The noise level in the work environment is acceptable to this particular environment and can vary depending upon daily activity but will remain within acceptable ranges.  The employee may be confined to a work area; required to have precise control of fingers and hand movements; experience constant interruptions and inflexible deadlines; and must be able to stoop, crouch, crawl, bend, kneel, stand for periods of time, and.  The employee is required to deal with distraught and/or angry persons and is exposed to infectious diseases carried by children.

 

Evaluation:

 

This position shall be evaluated periodically by the Superintendent pursuant to the currently established district procedures and evaluation criteria.  The process shall include an evaluation of the employee’s performance of the above essential job functions.
