Status: Exempt/Salaried. Not eligible for overtime.
The Regional Property Supervisor is accountable for all community operations in his/her assigned portfolio. The responsibility of the Regional Property Supervisor (RPS) includes the development and implementation of property operating budgets and expense containment procedures. The RPS is responsible for ensuring the properties in the portfolio are appropriately staffed and their personnel are effectively trained and motivated, work with peers to recommend and establish company policies, and to be a good role model by demonstrating honesty, moral integrity, and ethical conduct. These objectives will aide in maximizing occupancy levels and property values. The RPS will assist in special projects as requested by their superiors and exercise independent judgment on a consistent basis and continually seek a higher level of knowledge and personal growth through education and internal training. The RPS must maintain a positive customer service attitude. A strong work ethic and ability to work independently is expected.
DUTIES AND RESPONSIBILITIES
- Conduct all business in accordance with company Policies and Procedures, Tax Credit Regulations, Fair Housing Laws, Americans with Disabilities Act, Fair Credit Reporting Act, and all other laws pertaining to multifamily housing.
- Possess strong “hands-on” financial experience; proven marketing and personnel management capabilities.
FINANCIAL
- In conjunction with the Owner’s expectations, the RPM will assist in formulation of budgets for each upcoming calendar year. The RPM is responsible for the sites under his/her direction, conforming to the established budget guidelines throughout the year to achieve the highest possible cash flow.
- Understand, analyze and evaluate monthly operating reports and write the property owner’s report in a clear, concise form.
- Review financial results and performance to budget on a continual basis; obtaining required approval for variances, and implementing necessary strategies to comply with Owner’s and/or Management Company’s requests and policies.
- Analyze historical operating data; identify trends and set realistic performance goals.
- Review monthly cash projections with individual managers to ensure accuracy in reporting.
PERSONNEL
- Hire, terminate, train, motivate and supervise all on-site staff in order to achieve operational goals of the assigned communities. This includes annual performance reviews, review and approval of time records, instructing and advising on-site staff of procedures and guidelines.
- Be familiar with job descriptions of all on-site personnel and ensure those responsibilities are being fulfilled.
- Assist Property Managers in recruiting, interviewing and training all property staff positions.
- Conduct on-going training with office staff; e.g., on-site rental system, leasing paperwork, tax credit compliance, workplace safety, and any other type of training that may be needed on a regular basis.
- Ensure all corporate responsibilities, and on site administrative functions pertaining to personnel are timely (i.e. Performance Evaluations, Transfers, Promotions, Merit Increases, etc.).
ADMINISTRATIVE/OFFICE
- Review lease paperwork to ensure it is complete and executed accurately and timely.
- Review all tax credit paperwork to ensure it is completed and approved by the Compliance Officer.
- Be knowledgeable in and ensure management and on site staff compliance with industry regulations (i.e. Fair Housing, OSHA, Safety, etc).
- Inspect on a consistent basis ensuring pristine condition of office and model/market ready apartments is maintained.
- Consistent, professional and continual communication concerning work scheduling, billings, customer relations and certificates of insurance.
- Responsible for reviewing and approving purchase orders submitted by the Property Manager.
- Responsible for approving all invoices entered in the on-site rental system for payment.
- Attend/conduct scheduled corporate management meetings.
- Submit required reports to the corporate office on a weekly and monthly basis accurately and timely.
- Assist with special projects such as due diligence, property acquisitions and/or dispositions as requested.
MAINTENANCE
- Physically walk and inspect community on a regular basis; check status of vacant apartments.
- Ensure that the make-ready board is updated indicating vacancy status. Coordinate with maintenance staff to ensure timely recondition of apartments after move-out.
- Monitor maintenance activities. Audit the Preventive Maintenance Program/Unit Walk Sheets/Work Orders in conjunction with the Maintenance Supervisor, Property Manager, Area Maintenance Supervisor and Regional Maintenance Director.
- Recommend capital improvements to maintain or improve property position.
MARKETING/LEASING
- Monitor market indicators (absorption, development, employment, rental rates, etc.) for all major markets, submarkets, and immediate competition pertaining to property portfolio; suggesting and developing appropriate marketing plans and rental rate changes when necessary to remain competitive.
- Set realistic but challenging goals to achieve optimum physical and economic occupancies which increase the valuation of the asset.
- Submit monthly marketing reports to VP of Asset Management
SAFETY
- Promptly and effectively address any liability issue which could be hazardous or potentially dangerous for residents, staff, guests, and the public.
- Report all liability and community incidents to the corporate office immediately.
- Ensure that all workers’ compensation claims are reported and proper paperwork is completed.
Qualifications
- Position prefers at least 5 years experience in on-site property management. Tax Credit experience is also preferred.
- High School Diploma.
- Minimum of 1 year as RPS or Area Manager overseeing at least 400 units or 3 communities.
- RPS must have a background in supervision and successful track record of accomplishments.
- Apartment Association membership/participation preferred.
- Computer Skills: On-Site Rental System, Microsoft Office.
- Business Machines: Computer, copy machine, fax machine, calculator, scanner.
- Stand and walk or sit alternatively depending on specific needs of the day. Estimate 60% of time is spent on feet and 40% sitting at desk.
- Have occasional need to perform the following physical activities: bend/stoop/squat, pick up litter, filing, climb stairs, inspect and show community, open and close doors, reach above shoulders, store/retrieve supplies.
- Constant need to perform the following physical activities: writing/typing, client communications, telephone communications, use of office equipment.
- Constant need to utilize personal transportation to: inspect apartment communities and surrounding neighborhoods, run errands, make trips to the corporate office. May require out of town and/or overnight trips.
- Must have valid driver’s license and automobile insurance.
Work Hours: 40 hours per week or hours required to perform efficient and effective property operations. RPS must be on-call on for staffing needs and emergencies.
