Assistant Metals Control Project Engineer (Civil Engineer II)

Position Summary

Incumbents of positions in this series inspect the construction of highways, buildings, bridges, dams, water or sewage systems, tunnels and waterways for conformance with plans and specifications; conduct tests on construction materials; survey construction sites; maintain records of construction operations; and perform related work as required. The basic purpose of this work is to oversee the construction practices used on various sites, and to enforce compliance with plans, specifications and all applicable laws, rules, regulations, policies and procedures.

Duties and Responsibilities

  • Reviews fabrication and coating inspection reports and communicates any deficiencies to their supervisor.
  • Reviews and comments on basic fabrication and coating procedure, with supervision.
  • Monitors work at assigned fabrication facilities for compliance with MassDOT requirements and project specifications.
  • Exhibits good written and oral communication skills.
  • Document receipt of approved shop drawings.
  • Working knowledge of the various American Welding Society codes, AASHTO specifications, SSPC Guides and industry practices.
  • Maintains SharePoint repository site.
  • Reviews requests from fabricators to be added to the MassDOT approved fabricator’s list supervision.
  • Reviews and approves consultant contractor invoices, with supervision.
  • Attends shop and field visits to assess the progress and conformance with work, with supervision.
  • Communicates directly with field and shop inspectors through phone and or emails.
  • Assists other peers in Metals Control with similar related duties.
  • Assists other members of MassDOT sections with Metals related questions.

Preferred Qualifications

  • Knowledge of the principles and practices of civil engineering.
  • Knowledge of the terminology and standard abbreviations used in civil engineering.
  • Knowledge of mathematical formulae used to compute volumes and areas.
  • Knowledge of mathematical computations used in solving civil engineering problems.
  • Knowledge of elementary algebra, trigonometry, plane, and solid geometry, integral and differential calculus.
  • Knowledge of the methods of general report writing.
  • Knowledge of the methods used in the preparation of charts, graphs and tables.
  • Knowledge of the methods use to fabricate metal material and the associated codes.
  • Knowledge of the methods used to erect steel, including fit up, bolting, cutting, and welding.
  • Knowledge of inspection of steel and other fabricated products.
  • Knowledge of equipment and material needed and required to fabricate steel and other metal products.
  • Ability to give instructions in a precise, understandable manner.
  • Ability to read and interpret drawings and specifications.
  • Ability to understand and apply the laws, rules, regulations, policies, procedures, standards, guidelines and specifications governing assigned unit activities.
  • Ability to explain the provisions of the laws, rules, regulations, policies, procedures, standards, guidelines & specifications governing assigned unit activities.
  • Ability to use and access Bluebeam and Sharepoint, as well as other software required for duties.

This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus.

Qualifications

Minimum Entrance Requirements

Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering**, may be substituted for the required experience.*
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
