The Massachusetts Department of Mental Health (DMH) is seeking a Director of Accounting and Operations. This essential role will exercise your expertise in managing, directing, and overseeing the departmental chart of account structure. Tasked with ensuring compliance with the Massachusetts Management Accounting and Reporting System (MMARS), the Director plays a crucial part in steering the department's accounting functions. Beyond financial oversight, the Director serves as the Federal Grant Liaison, guiding staff through policies and procedures related to federal grants, from application to closure.

Responsibilities include overseeing agency, state, and federal rules, navigating the intricacies of accounting principles and auditing standards. The Director spearheads resource management for Central Office Operations, collaborating on fiscal goals within budget constraints. Acting as the Department Security Officer and liaison to the Office of the Comptroller, the Director ensures seamless coordination with Human Resources on Labor Cost Management rules. Additionally, the Director supervises and directs a team, strategically planning work assignments and fostering a collaborative and efficient work environment.

Duties and Responsibilities (these duties are a general summary and not all inclusive) :

  • Manage and oversee the departmental chart of account structure, ensuring compliance with Massachusetts Management Accounting and Reporting System (MMARS) and adhering to generally accepted accounting principles (GAAP) and auditing standards.
  • Directly oversee invoices and expenditure tracking for statewide provider programs, consultants, and Central Office administrative support activities.
  • Serve as the Federal Grant Liaison, guiding all Department of Mental Health (DMH) staff in federal grant application, financial reporting, management, and closure procedures.
  • Navigate agency, state, and federal rules and regulations related to accounting, controls, auditing standards, fiscal reporting, and record-keeping requirements.
  • Collaborate with the Central Office Fiscal Operations Manager to manage resources for Central Office Operations within budget constraints, ensuring payments are made for services rendered and correctly applied to contracts that are encumbered in MMARs based on fiscal year budgets and appropriations.
  • Act as the Department Security Officer (DSO) and liaison to the Office of the Comptroller (OSC), overseeing GAAP and Single Audit compliance.
  • Coordinate with EHS core Human Resources staff on Labor Cost Management (LCM) rules and table maintenance, resolving rejected payroll transactions and ensuring compliance.
  • Oversee and manage federal grants, capital accounts, expendable trusts, and retained revenues, including the preparation of budget documents, grant applications, and compliance with reporting requirements.
  • Supervise and direct Accounting and Operational staff, planning work assignments, delegating authority, and setting priorities to ensure efficient operations.
  • Centrally budget and account for departmental chargebacks, including Worker’s Compensation, Medicare, Unemployment, Universal Health, Leave of Absence, EHS Core Services, ITD, and State Office of Pharmacy with the Department of Public Health.

Preferred Qualifications :

  • Knowledge of general accepted accounting principles, standards and practices, and budgeting as related to program management, federal grant, and trust management.
  • Understanding of state finance laws, federal grant regulations and requirements, purchasing rules and regulations, and statistical and technical report writing.
  • Knowledge, skills, and abilities related to management information systems and management control systems of nonprofits and government agencies.
  • Ability to utilize goals, objectives, programs, organizations, and policies of the agency in order to make informed and balanced decisions regarding the integrations of clinical priorities with financial realities of hospital financing, revenue generations, and various health care financing models of care.
  • Understanding of the principles, practices, and techniques of supervision.
  • Ability to provide career development by fostering the long-term learning or development of others.
  • Capacity to persuade, convince, influence, and gain the buy-in of others and effectively implement change management.
  • Ability to build and maintain positive professional relationships.
  • Capacity to identify and develop diverse talent.
  • Familiarity with MMARS.
  • Proficiency with MS Office including Outlook, Teams, Word, Excel, and PowerPoint.
  • Given the population served, bilingual or multilingual fluency.

    MINIMUM ENTRANCE REQUIREMENTS :

    Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

    Substitutions :

  • A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  • A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  • A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
  • Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
