The new address of this position will be 1 Federal Street, Boston, MA 02110 in 2025.About the Organization : The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions.The mission of DOL is to protect the public health, safety and welfare by licensing qualified individuals and businesses to provide services to consumers. In addition, it is the duty of the DOL to ensure fair and consistent enforcement of the licensing laws and regulations.The Division of Occupational Licensure is committed to creating and sustaining a work culture that is welcoming, inclusive, and mutually respectful to all its employees regardless of race, color, age, creed, religion, national origin, ethnicity, sex, gender identity or expression, sexual orientation, genetic information, veteran or disability status.About the Role : The Public Safety Boards Unit (“Unit”) is one of DOL’s administrative units and oversees the Board of Building Regulations and Standards (“BBRS”) and its up to 15 subcommittees, including the Building Code Appeals Board (“BCAB”) and the Building Official Coordinating Committee (“BOCC”). The Unit’s mission includes drafting and revising the Massachusetts Building Code, developing building and safety standards, licensing professionals within the industries regulated by these boards, and ensuring the integrity of trades and professions through the fair and consistent enforcement of applicable rules and regulations.The Executive Director (“ED”) will lead the administration and regulatory functions of the Unit, including collaboration with the BBRS and its subcommittees and technical advisory committees. This role requires strong knowledge or interest in building standards and related issues, including public safety, fire codes, energy, and climate resilience. The ED will be integral to stakeholder outreach and will work with board members and other state secretariats.Duties and Responsibilities : Manage all board meetings, subcommittee meetings, and public hearings for all the boards and subcommittees under your direction.Communicate and collaborate across secretariats and with trade associations to improve building regulations.Ensure all documents required for meetings are accurate and complete.Collaborate with the BBRS and its subcommittees to lead the drafting of new editions of the Massachusetts Building Code.Document changes effectively, draft working documents, and provide detailed minutes for meetings.Provide written and oral advice to the Agency on regulatory matters related to boards you oversee.Manage all licensing and regulatory functions for the Unit’s boards.In coordination with senior Agency managers, screen and interview for staff positions as vacancies arise.Conduct performance evaluations and ensure Unit staff are properly trained.Provide expertise and assistance to DOL investigative, inspectional, compliance, and adjudicatory processes.Develop and maintain licensing processes and draft job guides documenting Unit processes.Act as a records custodian and oversee all staff responses to requests made pursuant to the Public Records Law.Develop and approve board educational programs and requirements.Preferred Knowledge, Skills, and Abilities : A strong knowledge and interest in the Massachusetts building code and related issues.Thorough knowledge of the principles and practices of management and policy development.Excellent communications skills, both in oral and written forms.Ability to establish and maintain effective working relationships with various stakeholders.Significant supervisory and management experience.Strong planning, research, and organizational skills.Minimum Entrance Requirements : Applicants must have at least six (6) years of professional, administrative, supervisory, or managerial experience, with at least two (2) years in a project management, supervisory, or managerial capacity.Comprehensive Benefits : When you embark on a career with the Commonwealth, you are offered an outstanding suite of employee benefits that add to the overall value of your compensation package.An Equal Opportunity / Affirmative Action Employer.
